SR 10-18-2004 Item 5.11. 13065 Orono Parkway Elk River, MN 55330 October 5, 2004 File:230000~-0325 The Honorable ~ayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: LINE AVENUE CUL-DE-SAC ISSUE Dear Councilmembers: As directed at a City Council meeting last month, I have met with Street Superintendent Phil Hals, Police Chief Jeff Beahen, Fire Chief Bruce West, Sherburne County Public Works Director Dave Schwarting, and Sherburne County employee Dick Corbin, to discuss the various issues involved in the cul-de-sacing of Line Avenue. It was the consensus of all parties that no work be undertaken on the cul-de-sacing of Line Avenue until the spring of 2005, given how late in the 2004 construction season it is and the likelihood that the improvements could not be completed this year. It was also the concern and consensus of all parties that Vance Street on the east side of Twin Lakes Road, which is the access to the ~arshes of Trott Brook townhouse development have their access restricted to right-in right-out only. This is supported by the attached letter from Sherburne County dated September 24, 2004 and somewhat supported by the July 2, 2002 letter attached regarding the review of the ~arshes of Trott Brook development indicating under what conditions Sherburne County would allow a full access from Vance Street, and under what conditions that the access would have to be restricted to right-in right-out only. Attached for the Council's consideration is the original 1998 plan sheet from the East Elk River project which proposed the cul-de-sacing of Line Avenue. This drawing does not reflect the Vance Street access opposite Line Avenue which services ~arshes of Trott Brook Townhomes. Vance Street was constructed in 2002. For the cul-de-sacing of Line Avenue as directed by the City Council, staff would propose the following improvements: . Construction of the cul-de-sac and appropriate signing as shown on the attached exhibit. . Removal of the left turn lane from northbound Twin Lakes Road onto Line Avenue and closure of the median opening eliminating left turn movements into and out of Vance Street (Marshes of Trott Brook Farms). . Continuation of the concrete curb and gutter along the west side of Twin Lakes Road, dosing the Line Avenue access point. Continuation of the sidewalk along the west side of Twin Lakes Road northerly to an appropriate point where it would be connected to the shoulder of the rural section of Twin Lakes Road. . Removal of all existing street construction including bituminous and curb and gutter between the new cul-de-sac on Line Avenue and the new curb and sidewalk adjacent to Twin Lakes Road. Minor grading and berming would be accomplished betWeen the cul- de-sac of Line Avenue and Twin Lakes Road with minimal landscaping including turf establishment and some tree planting to clearly defme that there is no connection between the two roadways. We estimated the total construction cost for all of this work including the cul-de-sac and the additional work on the Twin Lakes Road median, curb and gutter and sidewalk at $80,000 including a minor amount of overhead for plan preparation, construction staking, inspection and administration. The other issue discussed with Dave Schwarting was the timing of the signalization of the intersection of CSAH 12/CSAH 13 (Twin Lakes Road). Mr. Schwarting indicated the County would program a signal project if the City could estimate when the warrants of a signal installation would be met. I suggested to Mr. Schwarting that the City would count traffic on CSAH 12 and Twin Lakes Road after the cul-de-sacing of Line Avenue and then project when warrants would be met so a signalization project could be added to the County Capital Improvement Program. Upon receiving City Council questions and comments and affirmation of the previous direction to cul-de-sac Line Avenue, staff would proceed to prepare plans and specifications, receive bids in the spring of 2005, and bring the bids back to the City Council for consideration of award and proceeding with the cul-de-sacing of Line Avenue. If you have any questions regarding this issue, I will be in attendance at your October 18, 2004 City Council meeting. Box 490 Elk River, MN 55330 RE: Vance Street Access to CSAH 13 Dear Mr. Maurer; We submit a letter of support regarding our conversation about the possible cul-de-scaing of Line Avenue (old CSAH 13) at Twin Lakes Road and Vance Street. I recall some conversations regarding different scenarios concerning the closure of old CSAH 13 and the proposal for accepting the access of Vance Street to CSAH 13 for the Marshes of Trott Brook. The enclosed letter from July 2,2002 is the only official item that actually addresses Vance Street and the cul- de-sacing of Old CSAH 13. Sherburne County fully supports limiting Vance Street to right in right out by means ofa raised center median and creating a cul-de-sac on old CSAH 13. Box 490 Elk River, MN 55330 RE: Marshes of Trott Brook Farms (Revised 712/02) Dear Ms_ McPherson; In our review letter for the Marshes of Trott Brook Farms dated April 8, 2002 Sherburne County agreed to allow access to CSAH 13 for Vance Street, because the proposal was for a limited number of town homes, with the following conditions. Vance Street cannot be a thru street; it must be gated at the pipeline easement and... 1. At the intersection of CSAH 13 and Vance Street we require the developer to create (with signage and pavement marking) a right turn lane into the development, the center lane for northbound traffic and a left turn bay. Removal of some curbing north on this intersection will help this transition. 2. Because of limited site distance and the confusion of the transition area we require tree removal to create a better site triangle. 3. A No Left Turn sign (into the development) is required for southbound traffic. Upon further review Emergency Services objected to the gating of Vance Street at the pipeline. This in essence changed Vance Street to a thru road and lead to a meeting on June 20, 2002 in our office attended by Terry Maurer, Jason McCarty, Tom Bakriges, Dick Corbin and myself which lead to a possible solution. It is proposed that Sherburne County will allow access for Vance Street to CSAH 13 under the following conditions. When and if a signal is warranted at Trott Brook Parkway and CSAH 13: I. Old CSAH 13 is cul-de-saced as originally proposed. 2. Vance Street will be limited to right in and right out. A raised center median must be installed on CSAH 13 to eliminate cross traffic and turning movements. All left turning movements must be made at signalized intersections. 3. A site triangle must be created and maintained by the clearing of trees to meet MnlDOT standards. The monument for Trott Brook cannot be located within this site Page 2 triangle. We suggest a permanent easement be granted to the County to assure that this sight triangle is maintained. 4. Several sections of curbing on CSAH 13 north of the proposed Vance Street shall be removed as discussed at the meeting. 5. We require 60' of right of way be dedicated in fee title to Sherburne County. 6. The developer is responsible for pavement marking corrections as required. 7. Any existing access within the boundary of the plat must be removed. The removal site and the slopes for the right turn lanes must be restored according to the enclosed detail.
