SUBJECT: Various Engineering Projects
I will be in attendance at your meeting on Monday, October 18, 2004 to provide you a verbal
update on various engineering issues and/or projects. These issues and/or projects would
include tbe following:
. Update on City/County Engineering meeting of September 28, 2004
. City/Council discussions regarding County Road 40 turn-back.
. Discussions witb MN/DOT regarding TH 169/CR 33 water diversion and flooding
problems.
. Progress on tbe 2005 Pavement Management stteet consttuction project.
. Update on various developer projects recendy begun including Woodland Hills 1"
Addition, Twin Lakes Estates 1" Addition, I<J.iever Lake Fields 2nd Addition, and Elk
Ridge Center.
. Any otber issues tbat tbe City Council may have questions about.

1. Mississippi Road/Joplin Street 4-Way Stop
T eny indicated that he has heard from a Councilinember about constituents concerns
regarding traffic of Mississippi Road running the stop sign at the intersection of Joplin
Street. T eny indicated he has left a voice mail for Rhonda Lewis regarding this issue but
wanted to bring it up with Dave. T eny asked if the County would consider putting up the
larger stop signs and/or some type of other warning device. Dave indicated he would look
into the situation. He stated that the County has policy regarding speed of traffic and dai1y
average traffic where the larger stop signs are utilized. The County wants to maintain
consistency with this policy throughout the County. Dave was not exactly sure of the
cutoffs on the policy withoutlooking it up, nor was he sure of the speed and traffic on
Mississippi Road. Dave indicated he would look into the situation and get back to T eny.
2. Line Avenue Cul-de-Sac Issue
T eny indicated to Dave that at the last City Council meeting, the Elk River City Council
voted 3-2 to cul-de-sac Line Avenue. They provided further direction that Teny should
come up with a plan, a list of issues and recommendations on how to address the issues, and
report back to the City Council. T eny indicated that he has recently discussed this situation
with Dick Corbin of Dave's staff. Dick has forwarded a letter to Teny from July 2002 that
was written by Sherburne County in response to reviewing the Marshes of Trott Brook
Farms. The letter indicates that the full access from Marshes of Trott Brook Farms onto
CSAH 13 is a temporary situation that can be removed in the future under certain
circumstances. Teny indicated and Dave concurred that with Line Avenue being cul-de-
sac'd and the need to remove the left turn lane from CSAH 13 onto Line Avenue, now
would be the appropriate time to just extend the median and limit access to Marshes of Trott
Brook to right-in right-out. TIlls will eliminate any potential for cut-through traffic using
Marshes of Trott Brook area to access southbound CSAH 13, rather than using Trott Brook
Parkway to access CSAH 13.
T eny went on to ask Dave about programming and installing a signal system at the
intersection of CSAH 13 and CSAH 12. Tenyindicated that as soon as Line Avenue is cul-
de-sac'd there will be significantly more traffic at the northerly leg of that intersection. Dave
asked if the City could project what year the warrant for traffic signal installation would be
met. T eny indicated that the City had previously done the warrant study and could likely
project, based on traffic that would be there innnediately after the cul-de-sacing of Line
Avenue. T eny indicated that the City would re-evaluate the signal warrants and re-count the
traffic and project the year that they felt that the signal warrants would be met. Dave
indicated if the City would do that, the County would budget for a signal in their CIP that
year. However, Dave cautioned that if the signal warrants were not met the year it was
programmed, the signal would not be installed and the signal would likely have to be re-
programmed in a further out year. T eny indicated that with that knowledge that he would

be somewhat conservative in his estimation and would review it with Dave so that Dave
could have some confidence in the year he was programming a signal installation.
3. Lincoln Street/CSAH 13 Intersection
Dave and T eny briefly discussed the status of the Orrin Thompson proposed project along
CSAH 13 and east of the Sunset Ridge development. Dave and his department have heard a
number of times over the last few months from residents of Sunset Ridge about the safety
concerns of the intersection at Lincoln Street and CSAH 13. T eny indicated that as far as he
was concerned, City staff would continue to recommend that there be a connection from the
Orrin Thompson development to Sunset Ridge in the southeast corner to provide an
alternative means of access for residents from Sunset Ridge that may either want to head
south and! or avoid the CSAH 13 intersections. Dave and T eny briefly discussed potential
options the County may have if Lincoln Street access remains open but is a safety concern.
Options would include either some type of median on CSAH 13 to preclude left turns and
make Lincoln Street into a right-in right-out, or some type of raised median at the
intersection that would allow right turn vehicles in and right turn vehicles out, but would not
allow left turns out or left turns in.
4. County Road 40 Issues
Dave and T eny briefly reviewed the previous cost estimate that T eny had put together and
submitted to the County. Dave provided T eny with a set of soil borings from County Road
40 and comments relative to the cost estimate from one of his staff members. The basic
comments were that the unsuitable soil items in the cost estimate relative to the south end
where Trott Brook crosses and the wetlands encroach into the road right-of-way appear to
be somewhat low. T eny indicated that he will take the information and revise the cost
estimate accordingly. T eny also asked about left turn provisions from CSAH 12 and CSAH
13 onto County Road 40. Dave thought that was a good idea. Teny indicated he would
include those items in the cost estimate, also. T eny and Dave discussed and Dave indicated
that a left turn from a County road to a County road would be the County's cost.
Dave indicated that he felt that this proposal of turn-back given the cost participation
requirement, would be looked on favorably by the County Administration and the County
Board. T eny suggested that we get the cost estimate revised to where Dave and Terry are
both comfortable with it, and then coordinate a meeting with Dave and T eny and the City
and County Administrators to review the proposal and the cost issues for each party. From
there, hopefully, the proposal can be brought back to the aty Council and the County
Board for their blessings. At that point in time, we would look for the County Attorney's
office to prepare the agreement laying out the conditions under which the road would be
turned back to the City. T eny indicated that he would have the revised cost estimate back
by sometime early next week and hopefully, the meeting with the two administrators could
be coordinated shortly thereafter.

Dear Mr. Nibbe:
At the Elk River City Council meeting on Monday, October 4, 2004, Mr. AI pfeifle appeared
at our Open Mike segment. Mr. Pfeifle presented a PowerPoint presentation on the
flooding problems he and his neighbors have experienced. Attached is a copy of the
PowerPoint presentation and a draft copy of a memo he suggested could be sent by the City
of Elk River to MnDOT. After hearing Mr. Pfeifle's presentation, the City Coun<;iJ directed
me to act on behalf of the residents in this area to ensure that their concerns are heard and
responded to by MnDOT.
On Tuesday, October 12, 2004 I had phone conversation with Calvin Puttbrese. He
indicated that he was aware of the general concerns from the neighbors in this area and went
on to indicate that MnDOT has been dealing with Mr. Pfeifle for most of the summer. Mr.
Puttbrese indicated that you are taking the lead on this issue from MnDOT's perspective.
He also indicated that you are working with the consultant who designed this project for
MnDOT to review some of the design assumptions for the water ponding in this area.
The purpose for my correspondence, once again, is to represent our City Council in ensuting
that residents of the City are responded to and dealt with fairly regarding their concerns
about water diversion and flooding problems. As I have asked Mr. Puttbrese in our phone
conversation, I would request of you also that I be kept appraised of progress in dealing with
issues. I will in turn keep the City Council appraised of how MnDOT and the concerned
neighbors are working to resolve the various issues.
