The Economic Development Department consists of two separate budgets including:
• Economic Development Authority
• Housing&Redevelopment Authority
In the past the City General Fund supported 20% of the personal service expenses. Starting
in 2003 the EDA and HRA levies have been feasible to balance the Economic Development
Department without the General Fund. Revenues are estimated at 10%growth in market
value for year 2005.
In 2004 the Personal Service costs (salaries and benefits) were adjusted from 70/30 percent
EDA and HRA respectively, to 60/40 percent. The same is proposed for 2005.
• Other common administrative expenses are proposed to be shared by the EDA and the
HRA. As in previous years, the HRA would make a one time transfer in the amount of
$3,500 to the EDA in year 2005 to cover approximately 37% of the shared expenses.
Following is a line item analysis of the proposed year 2005 expenditures for the EDA:

The proposed budget includes a contribution to the Initiative Foundation in 2005. Last year
the EDA authorized an annual contribution of$2,500 to the Initiative Foundation, up to the
total amount requested from the City of Elk River ($7,429 net balance). Information about
the Initiative Foundation's $5,000 request for year 2005 is attached.
The projected balance of$59,000 will be put into the EDA reserves for any future project
expenses.
Business Incubator Budget Summary
The EDA Business Incubator budget is based upon the assumption that the program
continues as it has over the past seven years in Larry Hickman's building space. In 2003 the
EDA reduced the lease space to 3 suites (6,669-square feet) for a 2-year extension on the
Business Incubator lease with Mr. Hickman. The building owner handles the building
maintenance. The current lease expires April 15, 2005. Mr. Hickman is open to extending
the EDA's lease for another 12—24 months at the current rate of$2.10-per square foot.
Staff continues to explore options for more "technology-friendly" space.
The EDA Business Incubator budget includes projected revenue from rent expected in the
amount of$15,000 in 2005, assuming 31%vacancy rate. The projected rent revenue
assumes cash rent per square foot at$4.00. A base rent value of$10.00 per square foot has
been used to determine the cash rent/stock value conversion. A cash rent of$5.25 would be
• required from all 3 tenants in order to breakeven on the annual operating expenses.

Currently two of the suites are occupied by K-Netica and Lap2 Technology. Proposed
business incubator expenses include the following:

The approximate$16,500 shortfall in this budget is proposed, as it has been in the past, to
be funded through the use of funds generated by Tescom Corporation's loan repayment.
The cash balance in this account could fund the annual estimated financial gap of the
Incubator Program through year 2009.
If a new Incubator concept is considered at any time in the future, the Business Incubator
Program budget would be reviewed by the EDA for adjustment.

RE: 2005 Budget Request for Initiative Foundation Support of$5000.
Dear Mayor Klinzing and Members of the Elk River City Council,
Since 1986 the Initiative Foundation has been focused on nothing more . . . and nothing less . . .
than the health, vitality and sustainability of communities within the 14-county area we serve.
Initially begun as a means for the McKnight Foundation to extend its influence outside the metro
area, the Minnesota Initiative Foundations (MIF) model is today nationally recognized for its
citizen-centered approach to community development. We recognize the significant strengths
and assets that already exist here in Central Minnesota and build upon them with three broad
areas of support:
• Partnering Programs that increase the capacity of local citizens to create a shared vision
40 and then make it a reality
• Economic Development in the form of gap financing and loan guarantees for the purpose
of creating and/or retaining living wage jobs
• Grant Making for projects that will enhance community life by positively impacting any
of our key focus areas: Children, Youth and Families; Environmental Stewardship;
Technology Utilization; Embracing Diversity; Economic Stability; Capacity of Non-
Profit Organizations
While core values, ethical principles and lofty visions make great copy, they also serve to keep
us grounded and focused. I hope you will agree, however, that above all else is the Initiative
Foundation's demonstrated history of practicing what we preach. We live out our values in real
time, in real communities and in the experiences of real people . . . all to the benefit of this
beautiful region we are fortunate to call "home." I invite you to refer to the information enclosed
with this mailing for a fuller picture of"who we are and what we do."
Central Minnesota communities are in the midst of some very challenging times and by virtue of
our strategic viewpoint, the Foundation Board and Staff are keenly aware of the issues you must
face. Tightened budgets, balancing infrastructure with the pace of growth, the social impact of
meth-labs, alternatives to "smokestack chasing" for rural community economic development,
affordable housing issues . . . the list goes on. We continue to believe in the collective willpower
