• I. Product Offering Strategy
Industrial Land Issue
The landowners of Elk River Business Park and Elk Path Business Center have indicated
interest in participating in a master development agreement with the EDA for the
development of their industrial/business park property. Staff has sent the revised Contract
for Initial Sale and Development to the landowners' for their consideration.

11. Competitive Strategy
In last month's marketing report, staff provided the EDA with an article on Cambridge's
new business park. More details on the project are provided in the attached Business Journal
article. Cambridge is not considered a key competitor;however, Cambridge and Sartell are
the closest JOBZ zones to Elk River. JOBZ is a state program that provides tax exemptions
to businesses willing to locate and provide jobs in economically depressed areas of the state.
The attached MN Real Estate Journal article provides details on two large development
projects on the corner of Diamond Lake Road and Wilfred Lane in Rogers. Rogers is
considered a competitor.

Photos were taken at Display Solutions for the upcoming direct mail piece described below.
The photos may also be used in upcoming ads.
V. Public Relations Strategy
Staff,Wolf Marketing&Media, and Tammy Miller Design are in the process of finalizing a
direct mail piece for distribution to a targeted list of manufacturers located within the
tri-county area. The piece will promote the Micro Loan Program and the Technical
Assistance Program and will be mailed later this month. In addition, the Economic
Development page of the City's Website is currently featuring both programs.
VI. Strategic Partnership Strategy
Downtown Revitalization Project
Upon the adoption of a Tax Increment Financing Plan,it is anticipated that the HRA will
consider a final Development Agreement with MetroPlains in November or December.
VII. Business Retention Strategy
Business Retention&Expansion (BRE) Visits
Staff, President Gongoll, and Commissioner Kuester met with Bryan and Gary of Supermats
on Wednesday, August 11th for a facility tour and lunch. The following issues were
discussed at the meeting:
• • Finding reliable,unskilled workers is a concern for the company.
• The company is landlocked in its current location (opportunities were discussed).
• Reasonable taxes and Elk River's competitiveness with other communities is very
important to the company.
• The company is open to providing Energy City tours (their product is nearly 100%
recycled material) and becoming involved in the Education to Employment
Program.
Staff will contact EDA commissioners individually to schedule future BRE visits.

A hot corner in Rogers

James DePietro has his reasons for calling the intersection of Diamond Lake
Road and Wilfred Lane in Rogers a hot corner. In addition to the speculative
project that he is marketing, there are currently two sizable build-to-suit
projects in the works at that junction.
"There's three-quarters of a million square feet of new properties being built," Vied
says the first vice president at CB Richard Ellis. "If you stand at that $ ;tett
intersection, you feel like the world is on fire. It's amazing."
On Monday, Opus Northwest LLC will kick off construction of a 285.000 square
foot buildi!: at 20000 S. Diamond Lake Road for Archway Marketing Services CLI
with an official groundbreaking. The office distribution facility, which is
• scheduled for completion by February 2005, is Opus' third project for Archway.
Meanwhile, last week Marfield, Belqarde and Yaffe Cos. (MBY) held a Thin

which features 32-foot ceilings, 40- by 45-foot column spacing and ESFR
sprinklers designed for Class Four commodities. The building, which is divisible
by 21,600 square feet, also has 10,800 square foot bays, 24 8- by 10-foot dock 'Wee 4
doors, eight 12- by 14-foot drive in doors, onsite trailer storage and designated
outside storage.
MBY's project is surrounded by many recent and ongoing projects. In addition ES
to the Archway project, Opus Norwest is wrapping up construction on a
109,300 square foot distribution cent .r for Thorne Distributing Com, a distributor Ad
of Anheuser Busch and Heineken products. In 2001, Opus completed a 400,000
square foot headquarters facility at 18950 South Diamond Lake Road for
Archway in 2001. That same year MBY completed the 244,000 square foot

250,000 square foot building. The developer is marketing that site to potential

Archway. The 215,000 square foot office, distribution and production facility is
located in Greenfield. •
