The survey included 78 Twin Cities communities including Elk River. The results indicate the variations among cities in processing times and fees. The survey was based on a 50,000 SF office/warehouse building on 4.1 acres of land that would need to be rezoned from residential purposes to commercial. Issue Staff prepared the attached comparison of the variation in processing times and fees between Elk River and its key competitor communities. Summary The survey results indicate the City's processing time and fees for an average development project is similar to its key competitors. The processing time for a City of Elk River industrial development project relates to a streamlined process that the City developed in 2001. When an industrial prospect is identified, staff initiates an Industrial Siting Team meeting. Siting Team members are composed of key city staff representing each City department that eventually works with the industrial prospect. Each member provides upfront input that assists staff in identifying any future "roadblocks" that may occur in the project.
