RE: 2005 S1REET RECONS1RUTION PROJECT

As you are aware, a few years ago the City Council adopted a Pavement Management
Program which called for streets in the old core village to be reconstructed. The outline of
the program was to do a reconstruction project every other year. This allowed time for
public involvement through the feasibility and design stage, plus an 18-month construction
process to allow the final lift of bituminous paving to be placed the year after major
construction was completed. The first such project was undertaken on 4ill Street and the
adjacent side streets in 2003. That project is now complete; therefore, it is time to consider
initiation of the 2005 street reconstruction project.
City staff is recommending Sill Street, Tipton Avenue and Upland Avenue be considered for
the 2005 street reconstruction program, along with the adjacent side streets. The area is
shown on the attached exhibit. This area is slightly larger than the 2003 project. Two
reasons that staff is recommending this area are: First, it is adjacent to the 2003 street
reconstruction project, and therefore, will complete the reconstruction of all streets roughly
in the triangular area bounded by Trunk Highway 10, Main Street and Lake Orono. The
second reason is there is a storm sewer system that runs through some rear yard areas
flowing from north of Trunk Highway 10, ultimately outletting into the Elk River near Main
Street, which has from time to time caused problems in the rear yard areas. Sinkholes have
developed and pipes have broken which have had to be repaired. Street reconstruction in
this project will allow the City the opportunity to deal with the storm sewer issue and put
most of the pipe system in street rights-of-way. It will also allow the City to address the long
standing water issue at the intersection of Tipton Avenue and Upland Avenue.

Attached is a resolution for the City Council's consideration which would order the
feasibility study for the reconstruction of the streets shown on the attached exhibit. Since
this is a city-initiated project, this resolution requires a four-fifths majority. Once the

feasibility study is ordered, City staff will undertake the preliminary survey work,
investigation of the underground utilities, and a preIiminary design and estimate of the costs
of construction. When all of this information is available, City staff will coordinate and hold
a public informational meeting with the affected property owners. Prior to holding a public
informational hearing, we work to update the City Council to keep you informed and seek
any direction you may want to provide. The minutes from the informational meeting will
become a part of the feasibility study. Therefore, the feasibility study will likely not be
brought back to the City Council for approximately 90 to 120 days.
If you have any questions regarding this issue, I will be in attendance at your September 20,
2004 City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE PAVEMENT MANAGEMENT STREET IMPROVEMENT OF 2005
WHEREAS the City has determined that it should consider improving certain property by
reconstructing the following streets (the Improvement);

WHEREAS Council must first secure a preliminary feasibility study in order to consider making
the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to Howard R. Green Company, who is requested to provide to
the City Council a report advising, in a preliminary way, whether the proposed improvement
is feasible and whether the improvement should thus be made as proposed or in connection
with some other improvement and the estimated cost of the improvement as recommended.
