Discuss the Final Plat of Valeview Estates.
Recommend,by motion, the Final Plat of Valeview Estates with the following conditions:
1. Park dedication shall be paid for one dwelling unit at the rate applicable when the subdivision is
released for recording. The 2016 rate for residential is $3,712 per dwelling unit.
Staff recommends the Parks and Recreation Commission also recommend that a trail be installed by the
applicant along Meadowvale Road as identified in the Parks and Recreation Master Plan. (Figure 5.6)
Background/Discussion
Case Number P 16-01
The subject property is west of Elk Lake Road and north of 193rd Avenue. It is zoned R1-c with
minimum lot sizes of 11,000 square feet.
The applicant will be splitting the 11.43 acre property into three parcels, one new buildable lot, one lot for
the existing home,and one Outlot.The proposed parcels are respectively 4.06,4.05,and 0.21 acres in
size.
Parks and Recreation Master Plan
The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should
be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5
miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the
Parks and Recreation Commission recommend Park Dedication be in the form of cash.
Trail Connectivity (Figure 5.6), as indicated in the master plan, states that Priority Conceptual
Connections are desired along Meadowvale Road. Under Initiative 3 Strengthen Trail Connections,item
6 discusses the desire to have trails on both sides for rural collector and arterial roads.
