The proposed plan uses the Yale Court property for a five story structure with 92 residential units on the top four floors and leasable commercial spaces on the first floor. The applicant also owns 11 acres along the river west of the Yale Court property. As part of the Yale Court land swap with the city,the applicant is proposing 4.5 acres be exchanged to the city for river frontage as well as parks and recreation purposes. Environmental The two properties (75-010-4100 and 75-011-2300) comprising the 11 acres contain Floodplain,Wetland, and Wild and Scenic River Shoreland districts regulations. In general,parking areas, tennis courts, driving ranges, archery ranges,picnic grounds,boat launching ramps,parks,wildlife and nature preserves,and single/multipurpose recreational trails are permitted if screened from the waterway as much as possible and properly secured for flood conditions. Conditional uses include structures accessory to the permitted uses, excavation/fill, docks and piers, and streets. Any structures (including pavilions and fences) must be adequately anchored in case of flood. The most difficult approval needed for this site is a road construction from 170th Ave NW down the bluff and over wetland to the lowland. In addition, excavation/fill alterations would be discouraged to avoid floodplain regulations. State agencies would be notified of any conditional uses. Parks and Recreation Master Plan Chapter 5 of the Master Park Plan does reference strategies for improving riverfront connectivity: • As opportunities arise, consider adding riverfront property to the city's park system with priority on properties or easements that allow for linear connections along the river. -OVINE . It NATURE Staff recommends that while the acquirement of this land does support the above strategy, an easement along the river would more effectively meet the desired goal.
