Many of the goals are strategic and will set direction for the city for many years to come. They follow the department core values and direction from City Council, They will be shared with the Parks and Recreation staff at the department's annual meeting on Thursday, February 11. Complete a Multipurpose Community Center Feasibility Plan by May 9,2016. Note: Feasibility Plan shall explain the type,size,programs,costs and strategic partnerships required to construct a multi-generational,multipurpose community center to include senior activity center space,an ice arena,and meeting/activity space. a. Attend and support Steering Committee meetings to plan and provide direction. b. Create an outline of potential programs and amenities c. Engage the Community and potential stakeholders d. Analyze the amount of space needed e. Review three alternate sites and recommend preferred site f. Develop a capital investment funding strategy g. Estimate future operating costs and revenues for preferred site facility h. Create site plans and concept plans to present to City Council i. Review the Department organizational structure and delivery of services j. Take tours of area facilities in April 2. Complete the construction of the Rivers Edge Commons Park Expansion. Note: The park expansion will follow the concept plan approved by the Commission and City Council. a. HKGi will tabulate bids with staff by March 14 b. City Council will review bid on March 21, 2016 3. Grand Opening of the William H. Houlton Conservation Area (WHHCA) by Fall 2016. a. Attend and support WHHCA Committee meetings to plan and develop the property. b. Hunting Plan approved by DNR and City Council by spring 2016. c. Complete the Restoration Management Plan in collaboration with FMR. d. Demolition of the buildings before July 2016. e. Site master plan including signage plan completed by spring 2016. 4. FM the vacancy of the Park Maintenance Lead position before the end of May 2016. Note: Steve Stoffers plans to resign effective July 1,2016.Tim will be gone the month of June. 5. Complete the Woodland Trails Master Plan by May 2016 to meet the requirements of the Greater Minnesota Regional Parks and Trail Commission. 6. Complete the 2016 park projects as outlined in the Park Improvement Fund Descriptions(see attached). Projects were reviewed by the Commission and City Council. 7. Complete the design specifications of the Orono Park Skate Park. 8. Fill the vacancy of the Ice Arena Lead Worker position.
