This report is a monthly highlight of department activities related to collaboration,strategic
planning, staff changes/developments,and park operations.
Elk River Community Center Feasiblity Study Community Meeting
Members of the community are highly encouraged to attend a meeting from 4 to 8 p.m.,Thurs.,
Feb.18 at City Hall to express opinions regarding community facility needs and existing
community recreation facilities.
The Trust for Public Land Annual Conservation Leadership Breakfast
All Parks and Recreation Commission and City Council Members received an email invitation to
The Trust for Public Land Annual Conservation Leadership breakfast on Wednesday,February 17.
RSVPs were required by February 5. Dave Anderson will be honored at the program that is
promised to be fun and fast-paced with a great speaker.
Rivers Edge Commons Park Expansion Project and Concert Series
Construction document preparation continues with final plan completion expected in mid-February,
available to bidders by Feb. 19. Bids will be tabulated on Mar. 14 with Council approval planned for
Mar. 21. A spring construction schedule is planned. The bid documents will include a deduct if the
construction begins and or is completed in the fall of 2016.
The concert series is scheduled for the definite dates of June 30 through August 11. Band
commitments made prior to June 30 can be moved to late August depending on the construction
schedule.
Riverfront Concert Series 2016
The Bank of Elk River agreed to continue sponsoring the Riverfront Concerts Series with an
increased sponsorship amount to $16,000. They will be recognized at the Feb. 16 Council Meeting.
City Annual Boards/Commissions Recognition Dinner
The Annual Board and Commissions dinner is scheduled for Thurs.,Feb. 25 at Rockwoods.

Bailey Point Nature Preserve Barn
Park Maintenance staff is planning the demolition of the Bailey Point Nature Preserve horse barn
this winter. The Bailey Point Master Plan determined that the small barn would eventually be
removed as it does not have historical value and continues to deteriorate. The barn is located next
to the maintenance strucuture that was restored this past summer as an Eagle Scout project.

Elk River Community Center Feasibility Study
Elk River,Minn.—The City of Elk River has begun efforts on a community center feasibility study
to evaluate the Activity Center (55+) the Ice Arena and Lions Park Center to determine if they
should be renovated,replaced or consolidated into a centrally-located facility. The existing facilities
have been in use for roughly 20 to 40 years and the rapidly escalating costs of operations,major
system repairs and replacement have called for review for the future of recreation facilities in Elk
River.
JLG Architects were approved by City Council in December to evaluate the existing facilities,study
community needs and develop recommendations ranging from reinvestment in existing facilities or
construction of a multi-generational,multipurpose community center to include a senior activity
space,an ice arena and meeting/activity space for up to 400 occupants.
At the February 1,2016,City Council meeting,JLG Architects provided a progress report on
feasibility study project. Adam Barnett of JLG is the project lead along with Studio Five Architects
and Ballard*King&Associates Consulting. The project is nearly 50%with Phase I,which consists
of Inventory and Programming Design concepts. Another important task in Phase I is to identify
and gather information from potential users and the community.
Community engagement sessions were held on January 20 and 21 with JLG,Studio Five and
Ballard*King. Input was received from stakeholders,community organizations,and city recreation
staff. The community engagement sessions are crucial in gathering the input regarding the existing
facilities and future needs.
The next step in gathering input form the community on programmatic and special needs involves
conducting an open forum community meeting. Members of the community are highly encouraged
to attend the meeting on Thursday,February 18 from 4:00 p.m. to 8:00 p.m. at City Hall.
