5.a. SWCSR 02-04-2016 Sherburne Wright Cable Commission Equipment Report February 4th, 2016 VieBit Upgrade We have started the process of upgrading our Video on Demand service to VieBit. Currently you know it as PEG Central. We have converted SWTV. You can see it at https://swtv.viebit.com/ It also will be embedded on our SWTV website. Leightronix recently upgraded all their equipment and software and the result is VieBit. We have been working with Leightronix for the past year preparing for this change. You will notice a dramatic improvement in video and audio quality. In addition to the quality of standard definition video (SD) they have also added High Definition (HD) capability. For the last year we have recorded all our trailer videos in both SD and HD in anticipation of this change. Mark and producers in other cities have been informed of the change and will be producing their future programming in HD. Another benefit is that it makes use of the site much easier for viewers. Searching for a video is quick and easy and the site is now easily searchable. Cities will still be able to add searchable links to their council meetings and posting a program or meeting to the site has become dramatically easier for city staff. VieBif . . a., ... I will be contacting the specific city staff that works with posting your meetings or cable casting to setup a brief training session and implement that changes. I would strongly recommend that you share the changes with your council and staff members after we make the update so they can see the improvement and utilize the new features. It's important to note that Leightronix is not charging a fee to do this and they haven't changed their rates. They have told me that they are still adding features and in fact are implementing some that we have suggested. Folder LEIGHTRONUX Trailer Furnace It's been so much easier to do winter shoots since we got the heater installed. We've been using a portable propane heater for the last couple of years and on many shoots it didn't really do the job we needed it to do. We got quotes from camping and trailer supply vendors but they didn't seem to be trustworthy. Mark persevered and found a place that did a wonderful install then we added some venting on our own from one of our AV suppliers. When we bought the trailer it had wonderful air conditioning but really poor floor board heaters. They weren't sufficient for even Florida winters let alone a Sherburne Wright winter. We had to cancel one shoot this winter because of extreme cold before the furnace was installed so this addition will make a big difference. 2 Trailer Productions We have had a good winter so far covering hockey and basketball. We seem to have a good system down and we have really raised the quality and look of our productions now. The "new" cameras have been in use for over a year now and have held up well. Our recent new audio mixer acquisition has really helped the sound quality. We shoot everything in HD now but make simultaneous SD copies for the cable channel. We use replay regularly on every sports shoot and this has become very popular. Ifs also made it easier for our announcers to report the action accurately. Our next challenge for upgrade is to add a game clock and score to our graphics. Viewers want to be able to see the score and the exact game clock at all times during sporting events. We currently use a camera to take a shot of the scoreboard and cut to it when time allows. Our goal is to embed the score and clock information in the main program feed so that viewers can always see it while watching the action. Given the many different scoreboards in each of the locations that we shoot at it's nearly impossible to do this now. I'm meeting with a company soon that provides a solution to this problem. Their device will take a camera shot of any scoreboard and convert the image to data which can be embedded into our program feed. This is a huge technology change that will benefit our productions greatly. I will report back at the next meeting and plan to show you a video of how it works. It appears to be cost effective but I want to demo it before requesting the ability to add it to our trailer. ANEW .dar '1111 % • 40. Bob has reported that Charter's attorney acknowledges the issue but has not committed to any time table yet. Charter has committed to converting the St. Cloud systems channel no later than January of 2017. Comcast has switched over to HD feeds in most of their metro systems. For our part, we have all the major components in place on our area wide channel SWTV except for our playback controller which is called the Nexus. I have been working with Leightronix, our playback controller provider the last couple of years in anticipation of this change to HD. They have offered us a trade in of our current SD Nexus units as credit towards the purchase of the HD units. This is the final step that we need to take to prepare for the HD transition. The HD Nexus costs $15,995 but our rate would be $11,995 with the trade in. I would recommend that we start with the SWTV Nexus first and also upgrade in the cities that are ready which would be Delano, Elk River and Buffalo. Our other cities still need some further changes before we could implement this change. This unit not only gives us the option of dual SD/HD playback but it also adds an option to have a Twitter feed at the bottom crawl line, has more branding options, better graphic capabilities 4 and many other upgrades. This comes at a time when we have also moved to the phase where it's necessary to upgrade due to age and use of our current units. Trailer File Recorder We currently record programming in the trailer to Blu-Ray and DVD. It has become increasingly necessary to also create a digital file copy that can be transported to the cities we are recording in so that we can use the file for playback or editing. Our current process is to give a disc copy to the city in which we are recording the program while also taking a copy for playback on the SWTV area wide channel. Sometimes these programs need to be edited and then we have the difficult process of having to transfer the disc to our edit systems and making multiple dubs before they can air. This process takes time and also degrades the original video resolution. Many facilities have started recording a simultaneous file to a device called a "LABvault" along with the disc copies. This unit makes an H.264 copy which is compatible with our Nexus units. We are requesting the ability to purchase this unit and install it in our trailer before the spring production season starts. It would greatly speed up our workflow and allow us to distribute the file much quicker to cities and social media sites.
