Industrial Land Issue
Staff is meeting with the landowners to discuss their interest in a Master Development
Agreement for the joint marketing of business park/industrial land. A report will be
provided at the November meeting.
Staff has received an inquiry by two brokers requesting to rezone the south half of Elk Path
Business Park(West Highway 10) for town home construction. Consistent with the city's
Strategic Industrial Marketing Plan, staff communicated to the brokers that staff would not
support a request for rezoning Business Park/Industrial property for residential.

Meetings with Local Bank Key Accounts
Staff continues to meet with local banks to provide information on the MN Community
Capital Fund and the Technical Assistance and Operations Consulting Program.
I V. Promotions & Advertising Strategy
September Inquiry
As a result of the Technical Assistance and Operations Consulting Program direct mail
411 piece, staff received an inquiry in mid-September from a company interested in site location
information and business financing. The company manufactures countertops,fireplaces,

• tables and flooring. A packet of information was sent to the company and staff continues to
follow up with the company.
Advertising
The Bank of Elk River co-sponsored the attached ad congratulating Sportech for being
selected among The Business Journal's 2003 Growth 50 Private Companies list. The ad will
appear in the October 17rhi issue of The Business Journal, along with formal announcement
of the List.
V. Public Relations Strategy
Energy City
See the attached invitation for the Energy City Open House in honor of the energy efficient
aspects of Rogers High School. The event is scheduled from 7:00-9:OOpm on Tuesday,
October 21st. Tours of the school will be held before and after an 8:00 program. Over 100
invitations were sent to a list of people put together by staff and the School District. The
event flyer was given to the Government Access Cable Producer for placement on ERtV
Channel 12.
VI. Strategic Partnership Strategy
Downtown Revitalization Project
MetroPlains Development will be hosting an open house for prospective commercial tenants
in the proposed redevelopment area. The open house is scheduled for Wednesday,October
22nd from 4:45-6:30pm at Lions Park Center.
• VII. Business Retention Strategy
Manufacturers&Technology Week,October 20-24, 2003
Please note within the Proclamation memo, an invite for Elk River's recognition event of
Manufacturing&Technology Week. The event is scheduled for Tuesday,October 21'from
l0am to 1:30 pm. City Council and EDA members are strongly encouraged to attend this
event recognizing our local manufacturers. This is Elk River's opportunity to show the
Commissioner of MN Department of Employment&Economic Development,Matt
Kramer,the success of manufacturers who chose to locate in Elk River. A special tour of
Sportech, Inc.has been scheduled with the Commissioner following the luncheon. The
memo also highlights other promotion activities for the week.
E &0 Tool and Plastics
The attached press release announces that Anoka-Ramsey Community College and E&0
Tool and Plastics, Inc. have received a Minnesota Job Skills Partnership Program grant from
the MN Department of Employment and Economic Development.

Grant allows Anoka-Ramsey Community College, E & 0 Tool and Plastics to
become partners
The grant signing, Sept. 23, makes the partnership official: Anoka-Ramsey Community College, Coon
Rapids and Cambridge, and E &0 Tool and Plastics,Elk River, are now working together through a
Minnesota Job Skills Partnership Grant from the State of Minnesota's Department of Employment and
Economic Development. The signing was held at the Black Woods Grill, Elk River,Minn.
Anoka-Ramsey Community College (ARCC) applied and won the grant last spring and actual training is
scheduled to begin next month and run through June 2005. This grant will allow the college to provide
customized training services to employees of E& 0 Tool and Plastics. The objective is to allow the
company to become more competitive in its overseas operations and remain a viable employer in the Elk
River area.
110 "It will focus on lean manufacturing training, specifically geared to helping E &0 (Tool and Plastics)
implement lean manufacturing processes at their facility," says ARCC Director of Customized Training,
Jim McCormick. "Additional training topics include cell technology, theory of constraint, transitioning
to a lean environment, and safety issues in a lean environment."
Anoka-Ramsey Community College is also managing a similar grant with MISCO (Minneapolis
Speaker Company) that focuses on lean training. The Customized Training area continues to develop
capacities to provide this training to other businesses.

Anoka-Ramsey Community College, with campuses in Coon Rapids and Cambridge,has been a leading
provider of higher education and training in the north suburban area of Minneapolis/St. Paul since 1965
and East Central Minnesota since 1977. Annually, the college serves over 8,000 learners of all ages as
they pursue associate degrees that transfer as the first two years of a bachelor's degree, or certificate
programs that lead immediately to rewarding careers.

The Economic Development staff has been working with the Chamber of Commerce in
coordinating Elk River's recognition of 2003 MN Manufacturing&Technology Week.
The attached flyer highlights this year's event scheduled for Tuesday, October 21st. The
event will include tours of Cymbet and Marketech and a luncheon/keynote speaker at Elk
River Country Club. In addition, a special welcome will be provided by the MN Department
of Employment and Economic Development (DEED) Commissioner, Matt Kramer. City
Council and EDA members are strongly encouraged to attend this event.
The event was advertised in the October Elk River Area Chamber of Commerce Newsletter
and will be listed on DEED's web site on the Event Calendar,which highlights what each
community in the state is doing for MN Manufacturing&Technology Week. Information
on the event was also placed on the City's Economic Development web page.
In addition to the event, a"Thank You" ad similar to last year will appear in the October
22nd issue of the Elk River Star News. The ad was also given to the Government Access
Cable Producer for placement on ERtV Channel 12. The purpose of the ad is to recognize
Elk River's forty manufacturing firms by acknowledging the importance of manufacturing in
Elk River.

• In addition, for the month of October, the Economic Development display booth will be
rotated weekly among local banks. The display features several Elk River manufacturers and
a"Thank You" poster similar to the ad.
Recommendation
In recognition of the above activities, staff recommends that the City Council consider
proclaiming October 20-24, 2003 as MN Manufacturing&Technology Week in Elk River.

WHEREAS, Manufacturing and technology intensive industries are a dynamic part of Minnesota's
prosperous economy, and promotion of this sector's strength, success, and high
quality of life is an integral part of economic development in Minnesota; and
WHEREAS, Manufacturing technology provides skill,high wage jobs which significantly
contribute to Minnesota's high standard of living and economic vitality; and
WHEREAS, Manufacturing technology has the second largest total payroll of any business sector
in Minnesota,providing$23 billion in 2000 wages; and
WHEREAS, Manufacturing and technology intensive industries employ nearly one sixth of the
state's non-farm workforce. Since 1990 Minnesota's technology intensive
• employment grew 18%;and
WHEREAS, Manufacturing and technology employees in Minnesota earn an average of 31
percent more than other Minnesota private sector employees; and
WHEREAS, The manufacturing and technology sector employment grew 2.9 percent nationally
between 1990 and 2000,while in Minnesota it actually increased 17.7 percent(an
estimated total of nearly 510,000 jobs)
NOW,THEREFORE, BE IT RESOLVED that I, Stephanie Klinzing, Mayor of the City of Elk
