Background/Discussion The City Council considers board and commission appointments in February for terms beginning in March. All applicants have been notified of the interviews and told the meeting begins at 6:00 p.m. These positions have been advertised since December through various marketing tools. Positions not filled will continue to be advertised. Appointments to the Energy City, Heritage Preservation, Parks and Recreation, Planning, and Utilities Commission are made by the City Council. All positions listed are three-year terms beginning March 1, 2016, and expiring February 28, 2019. Residency Requirements Planning Commission, Heritage Preservation Commission, and Utilities Commission applicants must reside within Elk River. Parks and Recreation Commission and Ice Arena Commission applicants do not need to reside in Elk River; however, ordinance and the Advisory Board and Commission policy state “it is expected that preference be given to city residents, but residency by itself shall not be a disqualification.” Residency is not a requirement for the Energy City Commission.
