SUBJECT: Consider Proposal by Duckor and Associates to Facilitate
Joint EDA/Planning Commission Meeting
Ms. Anita Duckor is in the process of preparing a proposal for EDA consideration to
facilitate the joint EDA/Planning Commission meeting of February 11,2003. The proposal
will include the following three tasks:
410 1. Meet with the Planning staff and Director of Economic Development to organize the
meeting agenda and determine the research required for the meeting.
2. Assist in the preparation of a memo to the EDA and Planning Commission outlining the
issues and agenda for the meeting.
3. Facilitate the discussion with the EDA and Planning Commission on February 11,2003.
This activity is included in the 2003 EDA budget. A formal proposal will be distributed the
night of the EDA meeting for approval.

and facilitate a discussion with the Economic Development Authority (EDA)
and the Planning Commission regarding the various types of business
development: Office, Business and Industrial Parks.
The purpose and the overall goal of the presentation and discussion are:
• To educate the City of Elk River's policy makers on Industrial Development
• and Industrial Client's Requirements, and
• To align the City of Elk River EDA's industrial development goals with the
City's product offering -- industrial sites.
Duckor & Associates, Inc. will provide the following deliverables:
❑ Meet with the Planning and Economic Development staff to identify the
issues related to office,industrial and business park development. Articulate
client's requirements for all three-product types and assess how the City of
Elk River meets the client's respective needs.
o Assist with the development and editing of the memo to the EDA and the
Planning Commission outlining the issues and the relationship of these
three product types to the needs of the industrial client.
o Direct and develop the presentation with Planning Department's assistance
to the EDA and Planning Commission.

- The different types of development: Sites and Parks,
- The needs of the industrial client,
