Background/Discussion
The City of Elk River, like numerous other municipalities, has experienced deterioration of pavement
layers underneath chip seals. These asphalt failures have been researched and studied for many years yet
they continue to occur. We are considering to slow down our seal coat application plans for the
upcoming years to take a more “wait and see” approach towards seal coat applications. If we are
convinced the problems within seal coating industry are corrected, we likely will resume our sealant
schedules.
Street and engineering staff met to discuss this year’s road maintenance program. Street personnel will be
completing more crack seal and velocity patching. We will focus our maintenance efforts to an even
greater extent towards preventing moisture from getting through asphalt surface into the road base.
2016 areas to be double-sealed include Victoria Drive and Oakwood Forest. We have used a double seal
on select streets over the past 7 years with very good success. These areas are typically towards the end of
an asphalt’s life cycle.
