River Energy City Commission

I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Sagstetter at 8:32 a.m.

2. Pledge of Allegiance
Chuba led the Pledge of Allegiance.
3. Consider Agenda
Moved by Sayler and seconded by Hoskins to approve the November 18,2015
Energy City Commission agenda.
4. Consider Consent Agenda
Moved by Steinbeck and seconded by Sayler to approve the consent agenda.
5.1 University of St. Thomas— Sustainable Communities Partnership
Mroz gave the staff update and encouraged commissioners to provide ideas for
future projects. Sagstetter suggested solar lights at the dog park. Flatland will take a
look at adding any possible school partnerships.
5.2 University of St. Thomas— Renewable Energy & Alternatives
Laboratory (REAL)
Mroz gave the staff update and encouraged commissioners to provide project ideas.
Sagstetter clarified that the hydroelectric project would be a retrofit and not a
modification. Sagstetter will speak with Dr. Greg Mowry to determine if this project
would be feasible with REAL.
Chuba would like to know why the traffic speed signs are being converted from solar
to non-solar. Mroz will follow up with PD before the next update. Hoskins
recommended that any project we look into be interactive with the community.
5.3 Clean Energy Accelerator
Mroz gave the staff update and encouraged commissioners to provide project ideas.
6.1 Solar Power Hours— Datham Lythgoe of MREA
Lythgoe presented on Solar Power Hours and asked the city to host two events.
Events will be free and open to the public including residents, farmers,and
businesses. The presentations typically last 35 minutes with time for questions and
will cover the basics of solar,how they work, site assessments,rebates and loans
available, and will cover the 6 vetted installers that offer a 5% discount.
Mroz will secure a meeting space of 50 attendees and help spread information.
Meetings will be held January 14th and January 19th,both at 7:00 p.m.

8.1 Commissioner Updates
Sagstetter stated that ERMU is looking into charging stations to place on the City
Hall/ERMU campus in 2016
Hamann stated that the Elk River Landfill is moving forward with the leachate
recirculation in 2016. It is possible to start the LFG addition in 2016 as well.
