SUBJECT: Agenda Memo for the January 8, 2001, EDA Meeting
5. Annual Meeting Issues
a. Election ofO icers-The EDA bylaws indicate the following offices are to be
filled through the election process at the annual meeting of the Authority.
The 2000 officers were as follows:
• President - Pat Dwyer
• Vice President -Jeff Gongoll
• Treasurer - Larry Farber
• Secretary- Daryl Thompson
• Assistant Treasurer- Paul Motin
b. Appoint Executive Director-The appointment of an executive director is
required at the annual meeting of the Authority.
c. Designate Official Newspaper-The EDA's current official newspaper is the Elk
River Star News. Staff recommends redesignation of the Elk River Star
News as the official EDA newspaper for 2001.
d. Designate Official Depositories-In the past the EDA has designated depositories
identical to those designated by the City Council. For 2001, the EDA is
asked to designate the following banks and institutions as depositories for its
funds:
• First National Bank of Elk River
• 4M Fund
• Wells Fargo Bank
• The Bank of Elk River
• USBank
Staff recommends designating the above-referenced banks and institutions as
official depositories for the EDA for 2001.

e. Consider Commission Appointments and Assignments-The EDA currently
maintains the following committees:
Finance Committee

Vacancy- (Tom Bender's EDA representative position)
Business Incubator Advisory Committee
Stephanie Klinzing

Vacancy- (Daryl Thompson's EDA/Council representative position)
The Marketing Committee was appointed with the task of completing the
Strategic Industrial Marketing Plan. A similar committee may be reconvened
. when the EDA updates the Industrial Marketing Plan in 2002.
There are currently two vacancies-one on each committee. The role of the
Incubator Advisory Committee is to review and critique business incubator
prospects and make recommendations to the EDA regarding their joining
the business incubator project. In the past the Incubator Advisory
Committee consisted of three EDA representatives. It is appropriate at this
time to appoint a representative from the EDA.
The Finance Committee has also traditionally included three EDA
representatives. However, since Dan Tviete's recent appointment to the
EDA, the vacant position may also be filled by an at-large community
representative. Staff welcomes suggestions by the commission.
Staff recommends reappointment of the other current membership of the
finance committee and business incubator advisory committee.
f. Review Enabling Resolution/Bylaws for Suggested Changes-The EDA annual
meeting provides the opportunity to review the bylaws and enabling
resolution,which are attached,for suggested changes by the commissioners.
6. Strategic Industrial Marketing Plan
• Staff will provide a verbal update of the Strategic Industrial Marketing activities that
are being completed.

• The 2001 advertising campaign is prepared to go with the exception of the
advertisement template that is being completed as part of the
Communication/Branding Process. Staff is preparing to kickoff the 2001 advertising
campaign with the new advertisement design in February/March. In addition to the
advertisement template, Anita Duckor & Assoc. will also be preparing template
formats for the following items within the Economic Development Department:
• Marketing folder
• Community profile
• Folder inserts/fact sheets
• Quarterly Development Update newsletter
• Proposal format
• "How to do business with the City of Elk River"
The purpose of the Communication/Branding Process is to present a coordinated
and professional image with the materials that are distributed from the City of Elk
River. This is especially important as the Economic Development Department
builds and fosters relationships with key accounts in the next year.
Attached is a summary list of the Industrial Marketing activities that Staff will be
• completing in 2001. The primary focus for 2001 will be building relationships with
the key accounts to enhance the City's credibility as a player in economic
development.
•
