SUBJECT: Strategic Industrial Marketing Plan Update
Staff has been working on the following projects outlined in the Strategic Industrial
Marketing Plan:
Marketing Agreements
Staff recently met with the primary owners of the Gagne property to discuss the
possibility of entering into a marketing agreement for their parcel. Gagne's are
considering the concept and follow up is planned. Staff is also continuing to work
on a similar agreement with Stewart Wilson.
41) Ground Breaking
A ground breaking was held on September 1 to celebrate the start of construction of
the first building in the East Business Park. (See attached article from the Star News)
SoftPac plans to hold an open house next year once their facility is complete.
Manufacturer's Week
The Department of Trade and Economic Development annually sponsors
Manufacturer's Week in October to showcase industrial firms throughout the state
and raise awareness of their economic importance. Staff will be working with the
Chamber to arrange a tour of one or two Elk River industrial firms.
Advertisements
A meeting has been scheduled for September 13 with Greta Weddel, the EDA's
advertising consultant, to discuss an ad campaign for 2001 as well as a format for
reaching our key accounts. Once some concepts are established, staff will begin
meeting with local banks and other potential partners to discuss sharing advertising
costs,
Reprints of the Elk River feature story in Business and Industry Magazine have been
ordered and will be used as inserts in the marketing material. Also, Genesis
Business Centers will run a full-page ad in the Star Tribune on September 20
• featuring its clients and companies, including the Elk River Incubator.

SUBJECT: Industrial Marketing Plan Update
The city and EDA recently hired Duckor and Associates, Inc. for the
siting/expansion process and customer service project. Michele McPherson is
the staff coordinator for this project. The project involves nine staff members
and seven different city departments. A one hour interview with each staff
member has been set up for September 6 &7 and a three hour planning
session with the entire committee is scheduled for Tuesday, September 12,
• 2000. After the 9/12 meeting, it is expected that there will be some
assignments and work for each department related to documenting their
process for dealing with applicants/developers/clients. The assignment will
essentially be a flow chart identifying key interaction points and decision-
making points for the clients/developers/applicants that we work with on a
day-to-day basis. The gathering and development of this data could take one
month, so there won't be much progress to report on this project in October.
Nonetheless, the project has been initiated and will be completed before the
end of the year.
The Industrial Marketing Plan consistently makes references to the client,
key accounts, the city's image, communication, promotion, advertising, and
the like. In order to continue moving forward in this area, I approved the
purchase of a $2,800 color printer for the economic development department.
This is necessary in order to present a professional appearance in all of the
material that comes from the city to prospective businesses and clients. This
will replace the inkjet printer that we have been using. Discussion on this
printer took place during the development of the 2001 budget and it was
generally decided that funds were available within the 2000 budget and this
• purchase should not be delayed.
