This is to acknowledge your letter of November 18, 1998 regarding the Elk River Economic
Development Authority's denial of our request for a contribution. While we are disappointed by
the decision,we recognize that the decision is based on somewhat of a philosophical difference
between our organizations regarding the use and leveraging of funds for community and
economic development. I trust that we can continue to discuss this issue in the future.
We remain confident that the City and the Initiative Fund share common goals related to
improving the quality of life for our region, and we look forward to continuing to work with you
