Consider Request for Funding of City Entrance Monument Sion Issue The issue before the EDA at this meeting is to consider a request to fund a portion of the cost of constructing a new monument sign at the 1110 west entrance of the city near Lake Orono. Background In July 1998, the existing welcome sign near Lake Orono was destroyed. Due to this, staff and the Chamber of Commerce began discussions of rebuilding the existing sign or examining the construction of a new sign to take its place. The chamber formed a Sign Task Force, and the City Council agreed to fund the hiring of a consultant to provide several sign design options to the task force. Over the past 4 to 5 months, staff and the chamber have worked to solicit input on the sign design options from the public, City Council, Chamber Board, and others to select the one most desirable. Staff and the chamber Sign Task Force then began a process of figuring out how to reduce the overall cost of the sign by asking for contributions toward the project. It appears at this time that potentially 30 to 50 percent of the sign cost will be donated by local companies. The estimated cost of the option chosen is $21,000. Staff has also requested quotes from two local general contractors to coordinate the project. Staff will select one of these general contractors to complete the project should the EDA provide approval for funding. Timing for the completion of the project includes starting early spring, 1999 with final completion guaranteed by July 4, 1999. Staff proposes that the city and chamber schedule an unveiling ceremony during the 4th of July chamber activities. Due to the uncertainty of the dollar amount of donations toward this project, staff is requesting that the EDA agree to fund $10,000 - $15,000 toward construction of the monument sign. These funds can be drawn from the EDA reserve which has a balance of approximately $85,000. Consider Request for $50,000 Micro Loan - Cairns Cupboards & Design The EDA Micro Loan Committee met Thursday, February 4, at 4 p.m., to discuss the request from Cairns Cupboards & Design. The committee did not make a specific recommendation for the EDA to consider due to the preliminary nature of the request. The direction provided by the committee was for staff to work with the applicant to refine their request, including securing a commitment for bank financing for the project. If the application proceeds as planned, staff will bring the request back to the loan committee for a recommendation and then to the EDA in March/April. Discuss Concept for Post Office Relocation Issue Staff proposed to the postal service that they consider purchasing the west business park lot of approximately 4.5 acres which is owned by the EDA. Their warehousing and distribution operations could be constructed on this site with their retail operations being maintained somewhere in the central business district. The postal service has now requested that the EDA complete the attached "Offer to Sell Real Property" form. Completing this paperwork will formalize the EDA's offer to sell its property for this purpose. The EDA's offer to sell will be one of several which are presented to the postal service for their consideration. The EDA purchased the lot in the west business park for approximately $200,000 in December 1997,with excess tax increment dollars from TIF District No. 5. It appears that any proceeds from the sale of this lot are to be considered as tax increment dollars, because tax increment was the initial source used to purchase the property. If so, the dollars would have to be returned to the county for redistribution to the local taxing jurisdictions. Staff suggested in its previous correspondence with the postal service that this lot would potentially be available for purchase by the postal service at the same price that the EDA paid in December 1997. Staff feels this is an appropriate price given the EDA's attempt to give some incentive to the postal service to retain its retail operations in the central business district. The sign would be constructed of stone ar0 concrete rather than the "billboard" style as was previously on the site. The former sign was damaged in a storm. The rotted structure made it cost prohibitive to repair. The Sign Task Force is comprised of representatives from the city, area businesses and service ak organizations. We are requesting funding to move forward with the construction of the sign. This gir cooperative effort between City of Elk River and tlae Chamber of Commerce will utilize area businesses to donate materials for the project. Most of the anf icipated sign expense will be labor costs. The estimated cost to construct the sign, including donations is $13,500. Area businesses are supporting the project with nearly $8,000 in donated materials.'and services. At this time, the Sign Task Force is requesting the EDA approve $13,500 in funding for the construction of a monument sign at Lake Orono.
