EDSR MEMORANDUM 06-14-1999 ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY 41/ MEMORANDUM TO: Economic Development Authority FROM: Marc Nevinski, Assistant etor of Economic Development DATE: June 14, 1999 SUBJECT: Business Retention & Expansion Survey Issue Staff has developed a business retention and expansion(BRE) survey to be implemented this summer. The program will include meeting with the city's larger industrial businesses, completing a survey, and using the aggregate results to provide information and help identify businesses with a high potential for future expansion. Background A BRE is an economic development tool used to assess the status of a • community's businesses, learn about plans or challenges, and to develop a stronger relationship between the business community and local government. More specifically, we will be seeking information on each firm's experiences operating in a tight labor market and their opinion of city services. Additionally, we will be seeking predictive information as to each company's plans for expanding, closing, or relocating in the near future. One important tenant of BRE protocol is to involve government and community officials, as well as other volunteers, in the interview process. Participation by such individuals helps to communicate to our businesses the community's interest in their growth and success. A list of scheduled interviews will periodically be sent to EDA members inviting them to accompany staff on interviews. The information gathered in the survey will help the department better determine the needs of the business community. The surveys will be completed using an interview format and are expected to last approximately one hour. City staff from the Economic Development Department will conduct the interviews, and may be accompanied by an III elected or appointed official, such as an Economic Development Authority commisioner. Facility tours, if deemed appropriate by you, would be greatly appreciated. We will begin conducting surveys in late June and anticipate completing the process by the end of August. For your convenience, interviews will be scheduled several weeks in advance. The information gathered in the surveys will be considered confidential and will not be part of public record in its raw form. A copy of the survey form has been enclosed for your review.
