1. Recap Modification Process, Purpose
The first Economic Development Strategic Plan was adopted in May
1997. At its two-year anniversary in May 1999, the EDA determined
• that a modification of the original Strategic Plan should be
undertaken. The Modification Committee consisted of the HRA, EDA,
and City Council. The purpose of the modification was primarily to
reexamine the four major issues and goals and determine if they are
still applicable to our current situation and into the year 2002. The
Modification Committee agreed that the four original issues expressed
in the Strategic Plan would remain- with some reprioritization
occurring. What follows is a comparison of the original issues and
those issues as modified by the committee:

The major shift in issues occurred with moving the CBD
redevelopment to a lower priority issue. In response to this, staff has,
in the proposed action plan, shown a lesser amount of work activity
• proposed on redevelopment of the CBD. Prior to the modification of
the Strategic Plan,staff was working on completing a market study of
the CBD and continuing work with the various committees that were

created under the direction of Theresa Washburn, all in anticipation of
• movingtoward hiringa designer sometime in the year 2000. In the

proposed action plan, staff has shown a definite "stepping down" of the
CBD priority by proposing a more focused approach to CBD
redevelopment in the following manner:
• Focus on identifying specific redevelopment blocks/areas;
• Develop a specific set of criteria for designating such
redevelopment blocks or areas.
• Search for developers to bring specific redevelopment
projects to identified redevelopment areas.
• Construct a database of downtown businesses.
• Explore implementing a façade grant program in
cooperation with local banks.
• Consider hiring a designer after design guidelines have
been developed for the CBD.
The other major shift that has occurred due to the modification of the
original Strategic Plan has been that staff will soon beginwork on
developing a specific marketing plan for industrial development. The
proposed action plan identifies several issues, which staff has already
begun to explore regarding completing an overall industrial marketing
plan. Staff intends to bring a number of alternatives before the EDA
at its November meeting for consideration to hire a marketing expert
to work with a committee to develop a marketing plan.
2. Summarize/Present Draft Action Plan
The proposed 2000-2003 Economic Development Strategic Plan Action
Plan is included in your packet. This Action Plan has been modified
since the last,EDA meeting to soften some of the proposed action items
based upon EDA discussion at its last meeting.
3. Discuss Additions/Deletions or Other Changes to the Draft
Action Plan
The purpose of the Action Plan is to allow staff to move forward to
complete research on various issues and bring information and
recommendations back to the EDA regarding such issues as
appropriate. If there are specific action steps that a majority of the
Modification Committee are in disagreement with, then these steps
should be removed from the Action Plan. There may be additional
action steps that the committee questions,however, it may be
• appropriate to allow staff to complete its research and bring the issue
back to the EDA/Council/HRA for further discussion and action on
those issues.

4. Identify Steps for Final Approval of Modified Strategic Plan
Staff proposes to make the changes as suggested by the Modification
Committee after this worksession and bring the modified Economic
Development Strategic Plan including the Action Plan, back before the
EDA at its meeting on November 8, 1999. The HRA and City Council
will be asked to consider the modified Strategic Plan at their meetings
on Monday, November 22, 1999.
If further meetings are needed to clarify issues regarding the Plan
modification, staff suggests they can be held in November/December
and the Plan approved at a later time.

ACTION STEPS
1. GROW INDUSTRIAL BASE
Goal: Develop West Business Park
• Maintain current joint development agreement with Tony Emmerich.
• Consider a joint development agreement with Gagne and Wilson
• Develop well focused target marketing tactics:
> Market to brokers and others with connections to industry, such
as MN Technology.
> Target an industry cluster, such as the energy industry (Energy
City).
> Work with local industries to market Elk River to their
suppliers and customers.
• EDA to research construction of a spec building and locate a tenant.

Establish bank partnerships
> Establish developer partnership
> Identify funding sources (ie franchise fee revenue)
• • Consider completing construction of Business Center Drive.
• Explore marketing methods employed by developers and builders.

• • Examine appeal of West Business Park to specific types of industries. (Target
marketing, Industry cluster)
• Develop specific marketing materials for West Business Park.
• Maintain and build networks with banks, brokers, chamber, existing
businesses, media, and others.
2. BUSINESS RETENTION AND GROWTH
Goal: Retain and grow existing industries
• Complete BRE Survey and distribute final results to council, EDA, Industries
and Chamber of Commerce.
• Consider publishing periodic (quarterly or bi-annual) newsletter highlighting
economic development activities, practices and issues.
• Create local industrial business publicity program - have quarterly feature
stories written on industrial firms.
• • Utilize business round table approach to gauge business's attitude toward
developing policies and projects.
• Distribute marketing materials to local industry and promote incentive
programs.
• Ads — Continue to feature local firms in City Business, Ventures, etc... and
explore local advertising opportunities.
• Utilize DTED's Manufacturer's Week to showcase existing firms.
• Create opportunities for interaction between business owners and
elected/appointed officials.
• Involve local industries in a major marketing event.
• Maintain database of industrial businesses.
• Consider continuing EDA Commitment to the Business Incubator Project.

• 3. MARKETING STRATEGY
Goal: Develop an industrial marketing strategy to develop business parks.
• Establish a marketing plan committee comprised 5-7 of business & civic
leaders.
• Consider hiring a consultant to help facilitate the formation and
implementation of a marketing plan.
• Update and maintain marketing materials.
• Complete construction of economic development website.
• Utilize Energy City designation as a marketing tool.
4. DEVELOP/REDEVELOP EAST HIGHWAY 10 AND THE CENTRAL
BUSINESS DISTRICT
Goal: Undertake activities that facilitate development/redevelopment
on east Highway 10 and in the CBD.
• Highway 10

• Develop database of east Highway 10 properties.
• Consider locating additional sites for Elk River monument/entry signage.
