SUBJECT: Strategic Planning
I. PURPOSE OF MEMO
The purpose of this memo is to outline the discussion items for the
EDA special meeting on Monday, January 21, 1997.
II) II. OVERVIEW
In December, 1996, the Strategic.Planning Task Force requested that
the EDA undertake the task of outlining an action plan and
recommending such action plan to the Strategic Planning Task Force.
At its last special meeting, the EDA undertook a discussion of eight
alternate areas which could be appropriate for business and industrial
park development. Regarding each of these eight areas, the EDA felt
it was appropriate for staff to identify criteria indicating the
advantages and disadvantages as business park or industrial sites.
Additionally, staff indicated that it would have available at the next
EDA special meeting, a concept of an industrial base action plan for
review by the EDA.
III. PRIMARY ISSUES TO CONSIDER

41) Area 1 -Proposed Business Park Zoning, 65 Acres
0 Bordered by business park property on the north and residential
properties on the south,east, and west side.
0 Contiguous to 70 acre BP on north.
0 Meets topographical constraints for development, i.e. flat, no
wetlands, etc.

• What would be a sample action plan based upon the concept
of developing the existing BP/I1 areas, in addition to the
eight alternate areas identified by staff?
Staff will hand out at the meeting a sample action plan which,
based upon a phasing approach, will identify a time period for
• rezoning each of the eight alternate areas. In addition, the action
plan provides detail regarding development and marketing of the
existing appropriately zoned areas in addition to the eight
alternates.
The action plan will be in concept form only and is intended to
provide a basis for EDA discussion regarding action steps, timing
issues, and identification of people/groups responsible for
completing each action item. This action plan, once modified by the
EDA, will be presented to the Strategic Planning Task Force for its
review and modification, if necessary, prior to being included as
part of the strategic plan which will ultimately be presented to the
City Council.

IV. CONCLUSION
In conclusion, the EDA will likely complete its strategic planning
activities at this meeting. The EDA's alternate area analysis and
action plan will be presented to the Strategic Planning Task Force on
110 February 5, 1997. It is anticipated at that time the Strategic Planning
Task Force will also review recommendations on an action plan made
by the HRA regarding the number 4 priority issue Downtown
Redevelopment.
Upon completion by the Task Force, the strategic plan will be
presented for review and modification, if necessary, and acceptance by
the City Council. Staff will then begin to initiate implementation of
the action steps as identified within the plan.
EDA members are asked to bring with them to this meeting, the map
which was provided in the last packet identifying the eight alternate
areas.
