Dear Perry:
Thank you for your continued interest concerning the siting of an integrated
sports complex in Elk River, Minnesota. I am delighted to advise you and
• your directors that the City of Elk River wishes to receive continued
consideration from the Sports Federation for this project. In fact, this
communication was authorized by the Elk River City Council following a
worksession on February 19, 1996.
Of the various sites discussed during the February 2 introductory meeting,
we believe the most appropriate site for the sports complex is a six (6) acre
parcel±located in the western part of the community. This parcel has good
visibility along US Highway 10 and is bounded by Hudson Street and Orono
Road (see attached maps). A small portion of this site was recently utilized
for the construction of a new city water storage facility. In addition, the city
has committed the southern part of this site to the County Fair Board for off-
street parking during the summer four (4) day fair. Both uses, an integrated
sports complex and off-street fair parking, should be complimentary until the
commitment expires after the 1999 fair.
This site is owned by the City of Elk River and is served by municipal water
and sewer. We believe the availability of municipal utilities is an important
component in achieving the Federation's goal of a permanent complex as well
as the city's goal of collaborative activities within the complex.
• To help meet some of the city's recreational and family programming needs, a
variety of activities and events could be undertaken within the Federation's
complex. Many of the potential activities are outlined in a separate

attachment that accompanies this letter. This list, while not all
encompassing, was developed through the assistance of the Community
Recreation Coordinator. The list represents an ambitious overview of many
activities that could help address Elk River's long-term recreational, senior
programming, and parent/youth development initiatives.
As previously noted, the City Council agreed that the city-owned Hudson
Street site was the preferred location for the Federation's building. However,
at the February 19, 1996, meeting, Council discussion also took place
regarding the possibility of the soon to be vacated Pamida building meeting
the Federation's indoor space needs. This possibility may merit further
discussion. Other items discussed by the Council. on February 19, which we
will need to be reviewed, include the preference of a land lease arrangement
between the Federation and the City and the City's long term commitment to
the softball fields and adult leagues currently managed by Dave Anderson.
Much work needs to be done in order to successfully achieve the goals of the
Federation and the host community. However, it is with this letter that we
hope to advance Elk River's discussion and intent to the next level. As
indicated in previous correspondence, there will be opportunities in the
future for the Minnesota Sports Federation to present more detailed
• information to various public bodies and commissions. We look forward to
those discussions.
