SUBJECT: Introduction of Director of Economic
Development Candidate
Interviews with the four finalists for the Director of Economic Development
position are scheduled for Wednesday, June 5, 1996. It is anticipated that
the Task Force will have made its recommendation immediately after the
interviews and that a tentative employment offer will have been made to the
preferred candidate. If everything goes according to plan, this candidate is
anticipated to be in attendance at our EDA meeting and City Council
meeting. If so, introductions will be made.

Dear Paul:
Congratulations on your appointment as Director of Economic Development for the City of Elk
River, Minnesota. The City Administrator and the City Council look forward to your
becoming part of the Elk River team. The following will serve as a confirmation of our
conversation regarding terms and conditions of employment and compensation issues.
Start Date: You will begin employment with the City of Elk River on July
1, 1996.
Terms and Conditions
of Employment: During your employment all personnel policies, either existing
or as amended from time to time, shall apply.
• Should the position be abolished or should you be terminated by
the City, the City will provide you at least four months advance
notice of this action.
Should you decide to leave the employ of the City, you are
required to give the City Administrator at least 30 days advance
notice of your intent to leave.
Salary/Performance
Evaluation: You will have a beginning salary of$48,000 annually. A
performance evaluation will be conducted at the end of six
months of employment, 12 months of employment, and
annually, thereafter. Subject to a satisfactory evaluation, your
salary at the end of 6 months will be adjusted.to $49,000 and at
the end of 12 months will be adjusted to $51,000. Future
adjustments to salary will be made at the discretion of the City
at the same time as salary increases are provided to other
Department Heads. All salary adjustments are subject to a
satisfactory performance evaluation.
Holidays, Vacations,
Sick Leave: You will be granted the same number of holidays as other
Department Head employees.
• Under the City's policy, you will accrue at the rate of three
weeks of vacation. Because of previous arrangements to attend
a family reunion, you will be permitted to use one of those

• weeks of vacation at the end of July, 1996.

Upon employment you win be given a 30 day bank of sick
leave. Thereafter, you will accumulate one day per month
against the 30 day bank and will continue to accumulate sick
leave in accordance with City policy.
Medical Insurance: You will be eligible to participate in the City's medical, dental,
and life insurance programs. Currently the City provides $310
per month towards insurance coverage.
Pension/Retirement: You are currently a participant in the Public Employees
Retirement Fund. It is your desire to continue participation in
that plan.

Automobile/Expenses: You will have access to an automobile from the City's car pool
for use in conducting City business. Additionally, you will be
reimbursed at the rate of$.31 per mile for use of your personal
vehicle for purposes of conducting City business. Any ordinary
and usual business expenses incurred as a part of conducting
business on behalf of the City will be reimbursed by the City.
Memberships/
Conferences: You will become a member of the Chamber of Commerce
• through the City's membership. Expenses related to dues and
conferences in professional development organizations such as
EDAM are subject to agreement of the City Administrator and
budget considerations.
Relocation Expenses: It is anticipated that you will commute from your residence in
Golden Valley to your position in Elk River. The City of Elk
River encourages your relocation to Elk River by providing you
• $2,000 for purposes of relocating your household goods from
the City of Golden Valley to the City of Elk River if your move
takes place within the first 18 months of employment.

You are cordially invited to attend a reception for Roger Jensen, Executive Director of the Anoka
County Economic Development Partnership, to recognize him for earning the Minnesota Small
• Business Financial Services Advocate Award for 1996.
A coffee and rolls reception will be held on Tuesday, June 11, 7:30 to 9:00 a.m., in Reception
Room 710, adjacent to the county board room, at the Anoka County Government Center, 2100
3rd Avenue, Anoka.
During the reception, Roger will be recognized at the county's Management Committee meeting
• that starts at 8:30 a.m. in the county board room. At that time, the committee will consider a
resolution honoring Roger. The resolution will then be forwarded to the full county board.
Roger is receiving his award from the U.S. Small Business Administration (SBA) on May 31 at
a special awards luncheon in Minneapolis. Edward A. Daum, SBA District Director, wrote in a
letter to Roger: "Your professional and personal service to your community has earned our
admiration, and you are most deserving of this recognition."
Not only does this award reflect well on Roger, it also demonstrates that Anoka County is a good
place to start and grow businesses. So while we are taking this opportunity to celebrate Roger's
accomplishments, we also are extending our appreciation to you for your contributions to building
the economy in Anoka County.
Please join us on June 11 to congratulate Roger and celebrate past, present and future economic
successes for Anoka County.
