5. May Financial Update/Check Register
Assistant City Administrator Lori Johnson has provided summaries on the
following funds:
Micro-Loan Fund- The Micro-Loan fund had a cash balance of$124,212.62 as of
rApril 30, 1995. All loans were current except Roma Tool, Alltool, Americlnn,
Designing Women, Indy Lube, Woodsmen Quality Products, LaRose Enterprises,
and Water Laboratories all of which had not made their May payment.
DTED Loan Fund - The DTED Loan fund had a cash balance of$31,928.11 as of
April 30, 1995.
Check Register: Enclosed in the agenda packet are the various check registers
that have been processed since the April meeting. These bills are processed at the
same time city expenses are approved by the City Council. Bills directly
attributable to the EDA are processed on EDA checks and are sent out with the
city's payments.
Action Requested
The EDA is asked to review the check register and acknowledge its receipt.
6. Public Hearing on Industrial Park Site Sale
This item has been outlined in greater detail in a separate memo from City
Administrator Pat Klaers. In. addition, Dr. Ron Bratlie, director of finance and
• support services for District No. 728, will be in attendance to provide an overview
of the district's expansion plans for Lot 8.

Following the public hearing , the EDA is asked to convey title of Lot 8,Block 1,
Elk River Industrial Park to Independent School District No. 728. The price of
Lot 8 is unresolved and is expected to be finalized during the public hearing.
7. Tax Increment Financing from Neos.Inc.
This item has been outlined in greater detail in a separate memo in the agenda
packet.
8. Update on the City's Review and Permitting Process
At its February meeting, EDA Commissioners accepted the needs assessment
report completed by Training Networks, Inc., and recommended that the City
consider implementing the various findings relating to the city's review and
permitting process. In addition,the EDA desired to review this issue in 90 days in
order to monitor the implementation of the report. Since the February meeting,
the City Council agreed to solicit a proposal from Training Networks for
facilitated planning staff training, internal team work, and information flow
objectives outlined in the needs assessment report. This proposal was considered
by the City Council at its April 17, 1995, meeting. Ms. Sandra Bower, Ms. Lee
Colby, and city staff were asked to revise various elements of this proposal in
light of budget constraints of the city. A revised proposal is included in the EDA
agenda packet and will be considered by the City Council at its meeting on May
8, 1995. Given the revisions, it is hoped that the City Council will approve the
proposal and begin implementing various parts of it.
9. Update on Business Park Activities.
Progress in the Elk River Business Park continues. EDA Commissioners may
recall that earlier this year, three planning items were submitted to the city for
review and approval:
• 37.5 acre preliminary plat(3 lots of record and various outlots);
• conditional use permit for a 20,000 sq ft convenience center;
• site plan review for a 2 story 30,000 sq ft office.
Following the approval of the conditional use permit,the developers of the 20,000
square foot center expressed concern about access for its primary tenant, a
convenience store. Because medians are proposed along Joplin Street and
Business Center Drive, various access points are limited to ensure the integrity of

safety and traffic flow. This appeared to be a sticking point with the convenience
• center developer.
A compromise was reached where the safety and traffic flow integrity are not
compromised. The convenience center will now be developed as two separate
buildings on the same lot. This will allow the construction of the 20,000 square
foot project to move forward and the convenience store customers enjoy good
access. The medians will be constructed as proposed. A copy of the revised site
plan is included in the agenda packet. The project is expected to move forward
and, site preparation and drainage activities are currently underway.
Ideally, staff would like to see a manufacturing company move to this area so this
component of the Business Park starts to take shape as well.
