Dear Mayor Duitsman and Council Members:
The Chamber requests your presence and participation in a program for our members on Tuesday,
March 21, 1995 at Elk River Country Club. We also include the EDA and HRA members in this
invitation, along with Pat Klaers, Bill Rubin and Steve Ach.
In the past, the Chamber has hosted a "State of the City" meeting every year. However, the last one was
in January 1993. With the growth and changes that have occurred since that time, we know you'll have a
lot of information to share with us centering around economic development.
We would also celebrate Elk River's 10th anniversary as a Minnesota Star City and recent designation as
an All Star City.
•uggestions for topics might be updates on residential, industrial and commercial development, the new
business park/West Hwy. 10, Industrial/McChesney Park, central business district, Hwy. 169/Main
Street, 193rd Avenue, Elk Hills Drive, Elk Park Valu Center, EDA, HRA projects and future plans and
projects.
If it is practical after you determine how much time each presenter has, perhaps Chief Zerwas could
address some business related issues from the law enforcement perspective.
The time frame will be: 5:30-6:30 p.m. Social Hour
6:30 p.m. Dinner
7:15-8:45 p.m. Program with Q & A
I will work with City staff to coordinate the program to assure that everyone is comfortable with their
part on the agenda.

• The roughly 17 acres of Business Park is being saddled with
$456,797.40 in streets and utilities. That is almost $27 ,000.00
per acre in assessments. The success of your Business. Park will
depend upon the City's assistance. Things can turn around. Deals
can fall apart. Development can slow down. We have tried to get a
good start out here but have found that certain individuals at the
City have "steered" potential strip center tenants over towards
Highway 169 . I have been told of at least three such incidents . My
strip center developers are also doing the professional building.
They are not too happy about this happening. Question is , will it
be that way with other users? We know that there are other
industrial lands available in Elk River . By putting available funds
into your new Business Park , Tony will feel more comfortable that
you will be behind it' s development . We have done our part . Look
back over all of the issues . Tony, as land owner, has compromised
over and over, I eget something moving. And, moving it is . What I
have brought to the table to start this whole area fits1 The
newspaper loves it, the Council loves it, Pat Dwyer loves it.
Why not show Tony you appreciate the effort? Put some real money
into the deal for his benefit.
