Action Requested
Approve, by motion, the hiring of BrieAnna Simon for the position of Planner effective March 22, 2016.
Background/Discussion
When Community Operations and Development Deputy Director Jeremy Barnhart resigned, City
Administrator Portner proposed and City Council approved a slight reorganization to the Planning
Division. Rather than fill the Deputy Director position, we updated our Planning Manager position and
recruited from within. Zack Carlton was promoted to that position and Chris Leeseberg was moved out
of his Planner/Park Planner position into a Senior Planner position. The final step in the Planning
Division reorganization was to hire a new employee to fill a Planner position.
We went to market in January and received 14 applications. We interview five candidates and
recommend BrieAnna Simon for the Planner position. Ms. Simon has been working in Transportation
Planning for SRF Consulting Group for the last two years. Prior to that, she had internships with the
Metropolitan Council, City of Mankato, and Habitat for Humanity of South Central Minnesota. Ms.
Simon holds a bachelor’s degree in Urban and Regional Studies and a master’s degree in Urban and
Regional Planning.
Ms. Simon will start at step B of pay grade 7. Provided satisfactory performance, she will be eligible for a
step increase on July 1, 2017. All other pay and benefits are consistent with city policy.
Financial Impact
This is a budgeted position.
