DATE: JULY 7, 1994 SUBJECT: EDA SITE Due to an excess of fill material on the Jackson Road and School Street project, the possibility of filling the Main Street redevelopment site has become much more attractive financially. The dirt will be furnished and delivered without cost and the other development costs will vary widely with the level of refinements that are included in the project. The improvements that I would suggest at this time would be: Remove the concrete block wall that is above the alley level on the • west side of the site Remove the concrete floor from the site as is now stands. All city equipment - no out of pocket cost. 7,000 cubic yards fill material- no out of pocket cost. Level and compact fill material (eqpt. rental) $ 3,500 Proposal A $40,000 Proposal B $32,000 Proposal C $28,000 Copies of the construction proposals will be available as handouts at Monday's meeting. Attached to this memo is the estimate that involved having to purchase the fill material and have it delivered. The cost of$28,000 for site improvements remains close to the estimates for the most current proposals. • P.O. The scenario that I based this estimate on is to have a contractor furnish and deliver granular sand to the site and the Street/Park Department, with the help of some rental equipment, will place and compact the material. This is the lowest price that I have been able to secure and it also has the advantage of being a very desirable foundation material if a building project should come forward in the future. The park proposal is just one idea that might be used to develop the site. This site will be the "keystone" in the development of a "riverwalk" trail system. Your concern was to determine if the cinema wall would be able to withstand a filled condition upon it. My inspection consisted of a visual inspection only, and I found that the cinema building is in three different sections. The upper-most part of this wall is 12 inch blocks with mortar joints. The middle layer is a poured wall with plaster on the exterior, and the lowest wall is also a poured wall. I have no concerns regarding the lowest part of this poured wall. It appears to • be in excellent condition with minimal expansion cracks and I feel this area would be capable of supporting a filled condition, providing the area where the floor joists extended into this area was capped off at a 45 degree angle with mortar and damp-proofed with a tar base or plastic down to footings. The second part of this wall is approximately seven feet to 10 feet higher than the original footing. The condition of this part has more concerns in it since it is a plaster exterior which seems to be deteriorating, along with quite large expansion cracks running vertically in this wall. Further investigation should be done to determine if this wall could accept a filled condition. The third level is of 12 inch block with motor joints. This area would not be receiving any filled condition and is no great concern except for sealing this wall and turning it into an exterior wall. Keep in mind that this wall was designed as an interior bearing wall, and not an exterior bearing wall, since the old hardware store was connected to it. In summary, I feel as though the lowest level would be able to accept any kind of filled condition. In regards to the second level, depending upon how much fill would be placed onto this section, would determine if this part of the wall would be able to withstand this filled condition. If the fill was to be • starting at sidewalk level and ending at the end of the southern footings, P.O. Any more fill placed on this area, a structural engineer should be hired to determine if this wall would be adequate. Again, if fill is to be placed, damp-proofing precautions should be done prior to backfilling. mnsthole:dk i •
