TO: ECONOMIC DEVELOPMENT AUTHORITY
FROM: WILLIAM RUBIN, ED COORDINATO
DATE: JANUARY 5, 1994
SUBJECT: PROSPECT STATUS REPORT
The following is a summary of new industrial and commercial
prospects that have expressed an interest in locating in the
City of Elk River since the last EDA meeting.
NEW PROSPECTS
1 . JR Tech Automotive - Jim Rogness, owner of JR Tech
Automotive, 16501 Highway 10, has inquired about the
availability of vacant sites in the one to one and one
half acre range. He seeks to construct a new 6,300 square
foot automotive repair facility in Elk River. This type
of use is allowed in a C-3, Highway Commercial zoning
district by way of a conditional use permit. Staff has
also discussed revising the I-i, Light Industrial
standards to allow this type of use in that district,
subject to a conditional use permit, too. EDA
Commissioners will recall that Mr. Rogness requested an
EDA micro loan in the early 1990 's to convert the former E
& 0 Tool and Plastics building into an automotive repair
shop. Mr. Rogness is currently a tenant in a building
along Highway 10 and the building has been listed for
sale. Mr. Rogness does not believe he can agree to terms
with the building' s owner.
2 . Photographic Specialty Products Staff has been in
contact with a Golden Valley-based photographic specialty
products company which occupies approximately 10,000
square feet in leased space. The company desires to
expand and relocate its operations and an employee of the
company (who is also an Elk River resident) has inquired
about sites and financing programs in the community.
3 . Acucraft, Inc. Acucraft is a Big Lake-based company
which manufactures fireplace units as well as a cordless
engine heater. Due to company growth, it seeks a 10,000
square foot building - preferably an existing building.
0 The company also desires information about various
financing programs in Elk River.

developer, familiar with the Elk River area, has inquired
about sites for the purpose of siting a first class
restaurant in Elk River. Although this developer is not
in the restaurant business, he believes he can identify a

in the community.
