PRSR 03-09-2016 City of Elk Meeting of the Elk River Parks and �\ Recreation Commission River Held at the Elk River City Hall Wednesday, February 10, 2016 Members Present: Chair Anderson, Commission members Ahlness,Holmgren, Niziolek,Nystrom, Kallemeyn, and Sagan Council Liaison: Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik, Senior Planner Chris Leeseberg,and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 2/10/16 Agenda Moved by Commissioner Sagan and seconded by Commissioner Nystrom to approve the February 10,2016, Parks and Recreation Commission meeting agenda. Motion carried 7-0. 3. Consider 01/13/16 Regular PRC Minutes Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the following January 13,2016 Parks and Recreation Commission Minutes. Motion carried 6-0,1 abstain. 4. Open Forum-None 5. Park/Program Highlight Mr. Benoit highlighted the Handke Ice Arena operations. 6. Action Items 6.1 Relay for Life Major Park Use Mr. Benoit presented his staff report. Kimmy Dahl,Relay for life representative shared information regarding the 2016 event. Parks&Recreation Commission Minutes Page 2 February 10,2016 Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to recommend to City Council to accept staff recommendations. Motion carried 7-0. 6.2 Pedestrian Easement and Trail Mr. Hecker presented his staff report. Mr. Leeseberg stated that the trail is an easement and the wetland is owned by the city of Elk River. Commissioners discussed the layout of new gym addition and elevation of the proposed trail area. Mr. Hecker shared that neighbor would like to either have it paved or vacated. Moved by Commissioner Sagan and seconded by Commissioner Nystrom to recommend to City Council to accept staff recommendation to maintain existing pedestrian easement located at 11936 190th Circle NW and improve the easement with the construction of a bituminous trail. Motion carried 7-0. 6.3 Park Dedication for the Simple Play of Valeview Addition — Carl Johnson Mr. Benoit presented his staff report. Commissioner Niziolek asked if there are any trail plans for the west side of parcel. Commissioners discussed location of new property lines after lot split and possible new trail connection. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to recommend to City Council to accept staff recommendation to accept park dedication for one dwelling unit at the rate applicable when the subdivision is released for recording. Motion carried 7-0. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to recommend to City Council to accept staff recommendation to install a trail easement on the west side the property and build it if feasible. Motion carried 7-0. [ 0111EREI BY [NATURE Parks&Recreation Commission Minutes Page 3 February 10,2016 6.4 Park Dedication confirmation for Miske Meadows— Donald Jensen Mr. Benoit presented his staff report. Don Jensen, developer, shared that the power line property was a missed opportunity for open space in neighborhood. This adds more connectivity with the trails;developer is looking for the trail to be credited towards park dedication. Commissioners discussed if there was language in park master plan regarding power lines. Moved by Commissioner Niziolek and seconded by Commissioner Nystrom to recommend to City Council to accept staff recommendation to accept park dedication in form of both land and cash, not including land beneath power lines. Motion carried 7-0. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to recommend to City Council to accept staff recommendation to accept proposed land and trail beneath the power line. Motion carried 7-0. 7. Discussion Items 7.1 Hillside Park Report Mr. Hecker presented his staff report. Sue Seeger,Park Steward shared a report of what the Dirtwirx group accomplished in 2015. 7.2 Tree Hazard Policy Mr. Sevcik presented his staff report. Discussion regarding tree hazards in parks and management style difference between staff and volunteers. 7.3 Commissions Attendance Policy Mr. Hecker presented his staff report. Asking if commission would like to add e-cigs to the city's tobacco policy. Commissioners discussed whether to add e-cigs to parks, deciding to proceed with an updated policy at a future meeting. 7.5 Modern Construction Park Land Proposal Mr. Leeseberg presented his staff report. Commissioner Anderson asked if a flood plain can be accepted as land toward park dedication requirements. Discussion regarding location of trail and if city should accept proposed land swap. Commission agreed that the city should go for an easement for a trail. 7.6 Park Improvement Fund: Trail Repairs Update Mr. Hecker presented his staff report. 7.7 Sherburne County Trail and Active Living Plan Mr. Hecker presented his staff report. 7.8 Department 2016 Goals Mr. Hecker presented his staff report. 8. Parks and Recreation Director Update Mr. Hecker presented his staff report. The Bank of Elk River will be recognized on March 21,at the City Council meeting. 9.
