PRSR 03-09-2016 • City of Elk Memorandum River To: Parks and Recreation Commission From: Michael Hecker,Parks and Recreation Director Date: March 9,2016 Subject: Director's Report This report is a monthly highlight of department activities related to collaboration, strategic planning, staff changes/developments, and park operations. William H. Houlton Conservation Area Hunting Plan After patiently waiting eight months,it is now official. The Hunting Plan for the William H. Houlton Conservation Area has been approved by the DNR. The official hunting plan approved by the DNR Commissioner is attached to this report. Rivers Edge Commons Park Expansion Project The advertisement of bids for the construction of the 2016 Rivers Edge Park Expansion is now underway. Bids will be received at City hall until 2:00 pm on Tuesday,March 15,2016. Staff plans to make recommendations to City Council on this project at the March 21,2016 City Council meeting. Due to the fact that we have included additional bid alternatives in the project such as electrical upgrades,park WiFi and paver walk decorative metail ralings;and a project order lead time needed of up to 12-weeks for the Vetter quarry stone specifications,the construction,if approved by City Council,will not begin until after the last concert scheduled for Aiugist 11. Riverfront Concert Series 2016 The Bank of Elk River agreed to continue sponsoring the Riverfront Concerts Series with an increased sponsorship amount to $16,000. They will be recognized at the March 21,2016 City Council Meeting. The concert series is now scheduled for the dates of June 16 through August 11. Depending on the bidding process,we hope to start park construction by August 18. Bailey Point Nature Preserve The Minnesota Land Trust formally informed us Bailey Point Nature Preserve was inspected last fall. They state that the land continues to be used primarily for wildlife habitat. Also, that there did not appear to be any changes over the past year that would affect the conservation values of the land. They continue to be pleased with the conservation easement that protects Bailey Point.The letter from the MN Lasnt Trust is attached to this report.
