SUBJECT: RESOLUTION OF SUPPORT FOR A CERTIFIED
DEVELOPMENT COMPANY
INTRODUCTION
At its meeting on March 8, 1993, the Elk River Economic
Development Authority (EDA) adopted EDA Resolution 93-2,
entitled "A Resolution Requesting that the Coon Rapids
Development Company Extend its Service Territory to Include the
Corporate Limits of Elk River, Minnesota A copy of this
resolution is attached to the memo.
At its meeting in June, EDA Commissioners learned that the
proposal from the Coon Rapids Development Company significantly
changed, thereby necessitating the exploration of other
multi-county Certified Development Companies that may be
• willing to expand into Sherburne County.
BACKGROUND
Staff has indetified such a development company. It is called
the Twin Cities-Metro Certified Development Company and it
serves six of the seven metropolitan area counties ( its service
territory excludes Anoka County). The writer of this memo
understands that EDA Commissioners received background
information on this organization at its July meeting.
To determine whether or not there was sufficient support county
wide for the expansion of Twin Cities-Metro into Sherburne
County, a luncheon meeting was held on July 15. Colleagues
from Wright and Sherburne Counties attended this meeting.
Specifically, the following persons were in attendance to hear
a presentation by the Executive Director of Twin Cities-Metro:

Following a presentation on Twin Cities-Metro, this group
collectively decided that it was in the best interest of both
counties to request that Twin Cities-Metro expand its service
territory to include Wright and Sherburne.
This direction was discussed by the Sherburne County Economic
Development Council later on July 15. The Council voted to
recommend that the Sherburne County Board of Commissioners
support this effort. On July 20, the County Board heard this
proposal and also supported the expansion of Twin Cities-Metro
into the County. This direction will be reflected via a cover
letter from the Chair of the County ED Council to the Small
Business Administration - Minneapolis office. A similar effort
to obtain support is underway in Wright County. A presentation
will be made to that County Board on August 10. Assuming
positive action results there, an application to expand Twin
Cities-Metro's service territory to include Wright and
Sherburne can be initiated.
To evidence further support for this action, it is appropriate
for the Elk River EDA to also consider a resolution of support.
ACTION REQUESTED
Am The Elk River EDA is asked to:
a. Rescind EDA Resolution 93-2; and,
b. Adopt EDA Resolution 93-3, a resolution requesting
that the Twin Cities-Metro Certified Development
Company extend its service territory to include the
corporate limits of Elk River, Minnesota. This
resolution can be included in the application to SBA.
RECOMMENDATION
I recommend that the Elk River EDA rescind Resolution 93-2 and
adopt Resolution 93-3 .

A RESOLUTION FOR THE ECONOMIC DEVELOPMENT AUTHORITY
A RESOLUTION REQUESTING THAT THE COON RAPIDS DEVELOPMENT
COMPANY EXTEND ITS SERVICE TERRITORY TO INCLUDE THE CORPORATE
LIMITS OF ELK RIVER, MINNESOTA
WHEREAS, the Coon Rapids Development Company (CRDC) is a
private, not-for-profit organization which
pre-screens, packages, and processes Small Business
Administration 504 loans for businesses in Anoka
County, and;
WHEREAS, in 1992, the CRDC Shareholders approved a change in
its by-laws which enables CRDC to provide SBA loan
processing to other communities upon request, and;
WHEREAS, the Economic Development Authority for the City of Elk
River (EDA) is a public body corporate and politic
that possesses the powers necessary or convenient to
carry out the objectives of pro-active economic
development as provided by Minnesota Statute, and;
WHEREAS, a fundamental objective of the Elk River EDA is to
provide financing assistance to support the expansion,
• consolidation, or relocation plans of small businesses
in the community, and;
WHEREAS, a primary financing program to support this objective
is the SBA 504 loan program, and;
WHEREAS, a not-for-profit organization similar to the CRDC does
not exist in Elk River or in Sherburne County.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority for the City of Elk River:
1. That it supports the goal of providing small
businesses in Elk River with improved access to
SBA loan programs .
2 . It hereby requests that the CRDC provide SBA loan
processing to the City of Elk River.

WHEREAS, a fundamental objective of the Elk River EDA is to
provide financing assistance to support the expansion,
consolidation, or relocation plans of small businesses
• in the community, and;
WHEREAS, a primary financing program to support this objective
is the SBA 504 loan program, and;
WHEREAS, a not-for-profit organization similar to the TC-M CDC
does not exist in Elk River or in Sherburne County,
and;
WHEREAS, the Office of Management and Budget (OMB) recently
designated Sherburne County as part of the
Minneapolis-St. Paul Metropolitan Statistical Area
(MSA) .
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority for the City of Elk River:
1 . That it supports the goal of providing small
businesses in Elk River with improved access to
SBA loan programs .
2 . Given OMB' s inclusion of Sherburne County into
the Minneapolis-St. Paul MSA, it is appropriate
to align said County with a multi-county
development organization.
• 3. It hereby requests that TC-M CDC provide SBA loan
processing to the City of Elk River.
