EDSR 07-26-1993 ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY 411 TO: ECONOMIC DEVELOPMENT AUTHORITY FROM: WILLIAM RUBIN, ECONOMIC DEVELOPMENT COORDINATO,\I DATE: JULY 22, 1993 (// ``�� SUBJECT: ADDENDUM TO JULY 27, 1993 EDA MEETING; PRESENTATION AND PROPOSAL TO PROSPECT INTRODUCTION At its July 27 meeting, EDA Commissioners will be asked to add Item 5 .a, "Discuss Presentation to an Industrial Prospect" to its agenda. BACKGROUND At its July 12 meeting, EDA Commissioners reviewed the monthly Prospect Status Report. Item #1 under previously listed prospects, included an update on a metropolitan manufacturer that seeks a 20+ acre parcel for the construction of a 100,000 to 120,000 square foot facility that is expandable to as much as 200,000 square feet. This prospect was previously listed in • the February, 1993 update. I wish to advise EDA Commissioners that the writer of this memo attended an on site meeting with the prospect on July 14 . This writer came away very impressed with the company, its personnel, and its expansion plan. The company manufactures external air conditioners, heat exchangers, and filter fan packages for electronic instruments. It currently employs 140 persons, of which 25% are administrative, engineers, programmers, and clerical support. Although the company operates out of 62,000 square foot facility, its expansion plan is to construct at least a 100,000 to 120,000 square foot facility with its initial expansion project. Company personnel indicate that the facility would likely be constructed with precast panels and a double stacked office accented with smoked glass and steel . The company is currently using a recent construction project near it as a "model" for its project. Subsequent discussions with the company contact and the commercial real estate agent indicate that Elk River is the company' s first choice among its location options. The company has driven around the community, previewed potential sites, and now wishes to begin exploring details and specifics on the community and the sites. As a result, civic and opinion leaders from the community have been invited to make a • presentation to company personnel and its Board of Directors . In addition, it is appropriate to begin considering who is will be part of the presentation team. Likely candidates includes - City Councilmember - EDA Commissioner - Representative from Financial Community - Utility Commissioner - City Engineer - Representative from Manufacturing Sector. I wish to make the following suggestions: - Honorable Mayor Henry A. Duitsman, or - Councilmember John Dietz - EDA Commissioner Pat Dwyer or Jeff Gongoll - Jim Simpson (representing lender and Utilities) - Brian Moran (Alltool Manufacturing) , or - Ed Cunnington (Tescom Corporation) , or - Phil Martin (United Power Association) - Other • ACTION REQUESTED Following a discussion on this matter, EDA Commissioners and the City Council will be asked to designate certain members of the greater Elk River community to attend a presentation on August 10, 1993, with an industrial prospect. RECOMMENDATION I recommend that the above-referenced persons be designated as part of the presentation team.
