DISCUSSION:
• The Board of Directors of the Minnesota Municipal Power Agency(MMPA)met on
February 23, 2016 in Shakopee,Minnesota.
At the meeting,the Board approved completion of MMPA's 46 Megawatt Shakopee
distributed generation project.
The Board also approved Hometown Solar grant awards for 5 kW solar projects in the
member communities of Arlington, Brownton, Olivia, and Winthrop.
The 2016 Energy Education program continues to have high participation in member
communities and project host communities. This year, MMPA expects approximately
2,500 students to participate from 31 schools from all twelve member communities. The
Energy Education program aligns with Minnesota's fourth grade science standards and
focuses on how energy is generated, transmitted, and used.
• The MMUA Legislative Rally in St. Paul is scheduled for Tuesday, April 19. There will
be the day at the capitol followed by a reception for the legislators. This event was
changed from a Thursday to a Tuesday this year to help improve legislator attendance. If
any of the Commissioners are interested in attending,please let me know as soon as
possible.

DISCUSSION:
The auditors were here February 25th and February 26th and all went well. New this year is the
GASB 68 implementation, which will present Elk River Municipal Utilities' portion of the
PERA liability on our balance sheet. The entry is approximately$2.5 million dollars and will
also impact our reserves balances, although we will still be able to meet our reserves goals to be
in compliance with our reserves policy. The auditors are planning to present the audit at the
April Commission Meeting.
Our hosted server at the NISC location was moved to a local server here over the weekend of
March 4th. We had some hiccups with the web-based payment information communicating with
the customer billing side but these items were fixed in relatively short order. We also had an
issue with the IVR(Interactive Voice Response)payment channel that wasn't fixed until the
following week. The IT staff went through a mini-training on the "backend"of the software to be
able to navigate for issues on the server side. We have also budgeted for one IT staff member to
participate in the NISC Member Information Conference this September to receive additional
training.
There are several reports due this time of year for the Energy Information Association(EIA) and
MISO (Midwest Independent System Operator). The EIA reports are informational and relate to
our engines at the plant and the landfill, our system infrastructure and performance, sales results,
and some energy conservation information for the prior 2015 year. The MISO reports are based
on 2014 information for determining our transmission rebates we will receive as being a part
owner of the transmission systems with MMTG.
Kathy Greenberg, our Accounts Payable and Payroll Specialist, attended a Human Resources
Seminar on February 8, 2016 in St. Cloud, MN. Her education report is attached.

DISCUSSION:
• Had four new services.
• Continue working on collecting data with the GPS for our ArcView maps as time
permits.
• The overhead portion of rebuilding Ulysses and 171'Avenue is now complete. We have
some underground left to do in the spring when the frost comes out.
• Started rebuilding the overhead line on the east side of HWY 169 south of Co. Rd. 33 to
197`h Ave.
• Continue helping the City's Street Department trim trees when a bucket is needed to
reach the trees that are in the road right-of-way.
• The City shop does D.O.T.'s for our trucks and trailers. They will be doing these during
February, March and April.
• Upgrade 26 street lights to LED on Holt Street by Aldi and on Zane Street by Walmart.
We also changed 10 traditionaire decorative street lights to LED in the Kleaver Lake
Field Addition.
• Started tree trimming.
• The Lineworkers Rodeo is quickly approaching. We have one journeymen team
participating; which consists of three people for each event, and 2 apprentices that will be
competing in individual events.
• National Linemen Day is April 18, 2016. Staff in in the process of putting together a
resolution that will recognize our lineworkers and their contributions to the community.
The resolution will be on next month's commission agenda.

DISCUSSION:
• The Locating department had a total of 94 locate tickets in February; seven of them being
emergency tickets, one cancellation, one meeting, 82 normal tickets and one updated ticket.
• In February, the Security Systems Department had a total of 63 phone contacts, four systems
quoted, four system sales made, five installs completed, 29 service calls and six personal
visits.
• Electric Technicians continue with the meter reading,power bill, substation checks, hanging
red-tags, meter read-outs, dealing with meter and off-peak issues, as well as delivering and
installing new meters to commercial customers. They continue to change out the three phase
meters with meters that will be read by radio ERT. Meter change outs in Area la and lb are
nearly complete and we've now turned our efforts to effective auditing of areas acquired
from Connexus.
• The power plant staff did the monthly engine run on February 17th. All engines ran well
with no problems.
• Mapping department is working on getting new map books completed and getting map
updated to include all of the area from 1a and lb. A new system wide feeder wall map was
created and placed in Mark Fuchs and Mike O'Neill's area.
• I attended the Upper Midwest Meter Association winter conference in February. The
conference consisted of many different informative topics ranging from the meters that the
Municipals and Cooperatives are using to the different Automated Meter Information
platforms. There were also presentations from telecom companies on how their systems will
allow the users to integrate the metering data into their systems. There was much discussion
on everyone's uses of different types of Meter Data Management(MDM)platforms as well;
opinions varied based on usage and expectations. The vendor show had a wide variety of
different devices used to measure, calibrate and troubleshoot meters and various devices as

well as the latest in meters, and other testing and measurement equipment. In all, it was a
very good conference. I was able to network with many other municipal and cooperative
metering folks as well as learn a great deal. I am appreciative of Elk River Municipal
Utilities for the opportunity to attend.

• Delivered three new residential water meters.
• Sealed the water meter, and took curb stop ties from four water services.
• Went on ten service calls.
• Completed 25 BACTIITota1 Chlorine Residual Samples
o All confirmed negative for Coliform Bacteria.
• Completed 20 routine fluoride samples
o All samples met MDH standards.
• The water operators continued to prepare Well#3 for sandblasting and painting. This was
a very involved process. They had to remove anything that could be damaged by the
sandblasting. The painter is required to be completed by April 1; at that point the water
operators will begin to reinstall all of the equipment inside of the well. We will have EH
Renner reinstall the new vertical line shaft turbine. The well will be up and running in
time for hydrant flushing, scheduled for the second week of May.
• Josh, Phil, and Amy from the Parks Department came in and performed some tree
removal and brush hogging around Well#3. They did an excellent job. Huge thanks to
them. I attached some before and after pictures.
• Nick Adams filled the vacant water operator position. His first day of work was February
18.
• Dave Ninow attended Minnesota Rural Water Associations' (MRWA)Water&
Wastewater Technical Conference March 1-3 in St. Cloud,MN, and Mike Langer
attended Minnesota Municipal Utilities Associations' (MMUA) First Line Supervision
Program February 24-26 in Plymouth, MN. Their education reports are attached.

• Working with City staff and vendors on the potential of electric vehicles and charging
stations in ERMU service territory. Detailed information provided on agenda item 5.4.
• Attended the 2016 APPA Legislative Rally March 6th through the 10th. The key topics this
year include the EPA Clean Power Plan,tax exempt municipal bonds,Reciprocating Internal
Combustion Engine(RICE)rules and ongoing legal challenges, energy capacity markets, and
community solar.
• ERMU staff has met to discuss the details of implementing the new commercial customer
deposit policy. The work flow and verification processes are being worked out as we are
now applying the new policy. So far the process has worked well and there have been no
issues with implementing the new policy or risk assessment matrix.
• Energy City Commission welcomed the newly appointed members and had an excellent
meeting. The highlights of the meeting were two possible initiatives that would provide great
demonstrations for Energy City. The first is an anaerobic digester that Anoka Community
College is looking to site in the Elk River area. They have a grant through MNSCU that can
provide up to$750,000. They are not able to site the facility in Ramsey and thought Energy
City(Elk River)would be a great site. ERMU,City Staff, and other Energy City partners are
evaluating the options available in Elk River. The second item of note is the Green Corps
internship position that would be focused on Green Transportation. The timing of the
potential position being available to the City of Elk River is incredible as City staff and
ERMU staff research the possibilities of adding electric vehicles to the fleet and ERMU
evaluates charging infrastructure.
• ERMU staff is working with City staff to draft a Solar PV ordinance that meets the needs of
the City and ERMU. There are a number of residential customers that are evaluating the
possibilities of installing Solar PV on their roof tops in 2016. There is one resident that has
signed a purchase agreement and should have their system operational by June 1St, 2016.
With the increasing interest in solar PV it was determined that it would be in the best interest
of residents, homeowners associations, and ERMU to provide clear direction on the
requirements for the installation of solar PV in Elk River.
