Dear Mr. Duitsman:
I was pleased to talk to you the other day about the efforts of
Blandin Foundation to encourage development and transfer of
technology from the University to outstate Minnesota individuals
and companies. The goal of the Foundation is to encourage
development of new and better jobs in rural Minnesota. A
• restriction on the funding for this purpose is that the companies
who might benefit from research from the University as a result of
this program must not be in the Seven County Metropolitan Area. It
is my understanding that all or part of Elk River falls outside of
the Seven County Area and, accordingly, there may be opportunities
for job development in those rural areas that could be of benefit
to rural Minnesota.
As I told you, we are currently in the process of setting up a new
Foundation to administer these grants and the name of the fund will
be Sota Tec Fund. The chief operating officer of that Foundation
will be Al Riley who can be located at the following address and/or

directly discuss any ideas which may be of mutual interest. Al
Riley will be interested in interviewing any potential companies
which would meet the criteria for benefiting from the program.
If for some reason you are not able to immediately make contact
