EDSR 03-08-1993 CONrID 'IAL ITEM 12 \)0 tfiE TO: ECONOMIC DEVELOPMENT AUTHORITY River `n FROM: WILLIAM RUBIN, ED COORDINATO�IIv V ' DATE: MARCH 4, 1993 SUBJECT: PROSPECT STATUS REPORT The following is a summary of new industrial and commercial prospects that have expressed an interest in locating in the City of Elk River since the last EDA meeting. NEW PROSPECTS 1. INDY LUBE - This is an Indiana-based 10-minute oil change business. The company has tentatively identified less than ten Minnesota cities, including Elk River, for a potential expansion program. Other Minnesota cities include Austin, Rochester, Brainerd, and Owatonna. Staff provided Indy Lube with information on the community as well as financing programs that may be available here. 2 . SHOPKO PLANNING AND RESEARCH INQUIRY - The Chamber and City jointly responded to an inquiry from Shopko' s 110 planning and research department library. The Research Librarian requested information on major employers, major retailers, locations, community profile, hotel/motel listing, etc. This name has been added to our list for future mailings, and, the City had been in contact with one of Shopko's real estate representatives. 3. BATTING CAGES - Staff is in receipt of a request for 10,000 to 12,000 square feet of available industrial space for a proposed batting cage operation. The inquiry was directed to the Alltool Manufacturing Company, owner of a 20,000 square foot vacant building in the Elk River Industrial Park. 4 . RESTAURANT INQUIRY - Staff responded to an inquiry from a resident who seeks to open a Chicago-style Italian restaurant in the community. The caller specifically referenced the EDA Main Street site as a potential site to develop along with other uses, or, to simply lease space if another developer of the site could be identified. PREVIOUS PROSPECTS 1. PERF-FORM PRODUCTS, INC. - Staff worked with this company in identifying a vacant lot in the McChesney Industrial Park. At the March 1, 1993, City Council • meeting, the City Council agreed to the concept of using a TIF grant from Districts No. 1 and No. 3 to reimburse the Company for certain "eligible expenditures" that are 720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 authorized under Minnesota Statutes. Generally, these costs will be limited to site preparation costs and on-site and off-site utility extension costs . The filing of a TIF application is expected in the very near future. 2 . MEDIAL CLINIC - No additional information is available on the Anoka/Coon Rapids Medical Group which sought a three to five acre parcel for a medical clinic. 3 . WOODSMEN QUALITY PRODUCTS - This is a woodworking company that is owned by Felix and Jean Eggert of Elk River. EDA Commissioners will recall that the Company considered a relocation from Maple Grove to Elk River last spring. The Company is again revisiting this project and staff is working with the Company to evaluate potential sites. • •
