SUBJECT: 1993 WORK PROGRAM
Below is an overview of the activities related to the 1993 work
program. EDA Commissioners may have other ideas for discussion
at the January 11 meeting.
INDUSTRIAL DEVELOPMENT - Continue to market the Industrial
Park to commercial real estate agents, builders, developers,
and area manufacturers . Specifically, staff hopes to identify
a significant user (50,000 square foot + building) for Lots
1, 2, and 3 whose combined size totals over 7 .5 acres . Since
the City/EDA acquired the remaining parcels in the Industrial
Park, these lots have tentatively been held in reserve for one
large user. It is hoped that a transaction involving a large
company can be wrapped in 1993. If this occurs, all
developable EDA sites will have been sold.
This is also a time to begin working with land owners elsewhere
er in the community to identify an appropriate site for another
industrial park or business park. This includes, among other
things, the development of design standards, permitted uses,
platting, and utility extensions.
DOWNTOWN REDEVELOPMENT - Work in conjunction with the HRA,
civic groups, and prospective business as redevelopment
opportunities present themselves in downtown Elk River. This
includes bringing to closure the EDA's involvement in the
redevelopment property along Main Street. Toward that end,
staff hopes to recommend to the EDA a redevelopment project for
implementation in early 1993.
A second project for implementation in 1993 involves the
reconfiguration of the Jackson Square parking lot. Plans to
upgrade this area are scheduled for implementation in early
1993 and may include the use of EDA funds and/or HRA funds.
MARKETING - As necessary, the EDA Main Street site and the
Elk River Industrial Park will be marketed on a targeted basis
to prospective businesses. These marketing tasks will be done
in conjunction with the ongoing distribution of the City' s
brochure to developers, commercial realtors, and prospective
businesses and industries .
ADVERTISING - Continue periodic advertising in publications

such as the Real Estate Journal, Business Media, and Minnesota
Ventures magazine.

ECONOMIC DEVELOPMENT NEWSLETTER - Continue distributing the
quarterly newsletter and add to its mailing list.
INDUSTRY CALL PROGRAM - Continue the informal program of
contacting Minnesota industries to determine their expansion,
relocation, or consolidation plans.
STAR CITY ACTIVITIES -
- Work towards achieving DTED' s Star City recertification
- Attend and participate in Star City conferences
- Participate in one or more business retention activities
INDUSTRIAL COUNCIL - Continue to participate with the Elk
River Industrial Council as this group continues to meet on a
periodic basis .
CERTIFIED DEVELOPMENT COMPANY - Explore the possibility of
establishing a County-wide SBA certified development company,
or, facilitate the expansion of an existing development company
into Sherburne County. A certified development company has
many advantages - including the ability to package and access
loans through the Small Business Administration. While a
development company exclusively for Elk River may be too small,
a company that serves the entire County may be appropriate.
411-- PUBLIC INFORMATION TO COMMUNITY - Sponsor or jointly-sponsor
workshops, speakers, forums, or seminars that contain topics of
interest to specific groups (i.e. retailers, service providers,
etc) or the general public. Utilize the EDA as a sounding
board or as a disseminator of information.
1993 LEGISLATIVE ISSUES
Staff will monitor proposed legislation during the upcoming
session which may have an impact on economic development
activities.
