Subject: Director's Report
This report is a monthly highlight of department activities related to collaboration, strategic
planning, staff changes/ developments, and park operations.
William H. Houlton Conservation Area
The William H. Houlton Conservation (WHHCA) Area Sneak Peek and Campfire is planned for
Sunday, May 1 from 6 — 8 p.m. at the WHHCA. A rain date is planned for May 8. The public can
take a tour of the property and hay rides will be provided. This is the first time that the area will be
open to the public.
Rivers Edge Commons Park Expansion Project
On April 4, 2016, City Council approved the expansion of the Rivers Edge Commons Park. Bids
were advertised from Februay 19 — March 15, 2016. The city received four bids of which two were
above the engineers estimate and two were below.
The bids were broken down into a base bid and two alternates. The base bid incudes removing the
alley, doubling the seating capacity of the park, enlarging the stage, constructing a new retaining wall
and relocating utilities. The approved base bid total project amount is $330,059. This came in at
$51,941 below the CIP budget.
Two bid alternates were also reviewed by City Council. Alternate 1 is the construction of an upper
plaza and west staircase. Alternate 2 is improving the parking lot and park with improved LED
lighting. The Alternate 1 total project cost is $87,744. Alternate 2 was rejected by City Coucil. The
base bid and both alternates all came in below the engineers estimate.
Construction will begin in mid-August following the last concert on August 11. The park, except
for the street level plaza, will be closed to the public from August 12 to the end of October.
Substantial completion of this project will be November, 2016. Punch list items must be completed
by May 2017.

Riverfront Concert Series 2016
Now that the construction has been approved by City Council, the Riverfront Concert Series is
confirmed for nine consecutive concerts with the following dates:
June 16 Rockin' Hollywoods
June 23 Lamont Cranston
June 30 Whitesidewalls
July 7 Arch Allies
July 14 Dee Miller Band
July 21 Song Blast
July 28 Fabulous Armadillos
August 4 Church of Cash
August 11 Ladies of the 80's
The Bank of Elk River agreed to continue sponsoring the Riverfront Concerts Series with an
increased sponsorship amount to $16,000. They were recognized at the March 21, 2016 City
Council Meeting.
Rivers Edge Commons Park Dock
A group of citizens made a presentation at a City Council work session on April 4 to install a dock at
Rivers Edge Commons Park. They have requested consideration to allow for a temporary seasonal
dock and stairs. City Council provided direction that staff may work with the citizens on a potential
temporary dock. The dock may come to the Parks and Recreation Commission for review at a
future meeting.
