Background/Discussion Case No. OA 16-01 The applicant is seeking an ordinance amendment allowing two menu boards in drive-thru lanes. Currently one menu-board per drive-up is allowed in the following districts: ■ Central Business District (Cl) ■ Highway Commercial (C3) ■ Mixed Use Elk River Plaza District (MU-ERP) ■ Extreme Commercial Recreation (XCR) The applicant believes not allowing the use of a pre-order station creates delays at the primary order station,which during peak hours can contribute to vehicle back-ups and longer customer wait times. This negative impact, the applicant feels, could be alleviated by providing a pre-order board to allow customers the opportunity to review the menu choices prior to reaching the order station. Providing a pre-order menu board has become the industry standard, and is not limited to Panera Bread (applicant) drive-thru designs. Many fast-food and quick service restaurants incorporate a pre-order menu board for the reasons stated above. There are several businesses in the city that have pre-order menu boards but these typically are within a Planned Unit Development and are typically smaller than the menu board. The applicant is proposing to add the following language: One on premise pre-order board per drive thru lane up to a maximum of 32 square feet. Pre-order boards are allon)ed to have a message on one side onjand may not contain advertising. Pre-order boards shall not have a speaker or communication system installed. Staff supports amending the ordinance to allow one pre-order menu board. However staff recommends that the proposed square footage be reduced from 32 square feet to 20 square feet. This is consistent with existing pre-menu boards previously approved as part of a handful of Planned Unit Developments. Planning Commission meeting summary POWERED By AR After staff presented the application,no one spoke for or against the request, and staff has not received any comments from the public. The Planning Commission discussed how the request is consistent with the industry and agreed that pre-menu boards should be smaller than the primary menu boards. They unanimously recommended approval of a 20-square foot pre-menu board.
