Adopt,by resolution, the final plat for Meadows of Elk River Second Addition.
Background/Discussion
Case No. P 16-04
The subject properties fall between 2151h Court and County Road 33 and are zoned R1-a with minimum
lot sizes of 2 '/z acres.
The applicant is requesting a Simple Plat for 10.65 acres of property that includes one platted lot (4.47
acres) and one non-platted lot (6.18 acres).
The plat will adjust the existing property line between 14390 Ranch Rd NW and 14309 215th Court NW
to create a 3.18-acre lot (proposed Lot 1, Block 1), one 7.17-acre lot (proposed Lot 2,Block 1), and 0.3
acres of right-of-way.
The proposal meets the minimum lot size of 2 '/z acres required in the R1-a district. Required setbacks
for the existing home on proposed Lot 1, Block 1 are maintained with the lot line adjustment. With the
new lot size for Lot 1,Block 1, accessory structures for that lot will be limited to 3,000 square feet.
County records identify approximately 2,700 existing square feet of accessory structures on the parcel.
Environmental
The applicant submitted a Final Plat but it was determined that a wetland delineation was needed. Due to
weather conditions and timing, the wetland delineation was not able to be completed until April 12, 2016.
The revised Final Plat is expected to be ready by the Council meeting on April 18, 2016. Staff will
provide the revised information and a resolution to the council at the meeting,if it is not available, staff
will recommend the item be postponed until May 16, 2016.
With the exception of the wetland delineation, the attached Final Plat is accurate to what is being
proposed.
Parks and Recreation Commission
Park dedication is not required as no additional lots are being created.

Resolution 16-
A Resolution of the City of Elk River Granting Final Plat Approval for
Meadow of Elk River Second Addition, Case No. P 16-04
WHEREAS, application has been made for final plat approval,pursuant to Section 30-374
of the Elk River City Code of Ordinances, of the property legally described on attached
Exhibit A and hereinafter referred to as "the Property"; and
WHEREAS, a final plat of the Property was approved by the City Council on April 18,
2016; and
NOW, THEREFORE, BE IT RESOLVED
1. It is hereby determined by the City Council for the City of Elk River as follows:
A. The proposed subdivision is consistent with the Chapter of 30 of the City
Code of Ordinances and conforms with all of its requirements.
B. The proposed subdivision is consistent with all applicable general and
specialized city, county, and regional plans including,but not limited to, the
City's Comprehensive Plan.
C. The physical characteristics of the site,including,but not limited to,
topography, soils,vegetation, susceptibility to erosion and siltation,
susceptibility to flooding, and drainage are suitable for the type and density
of development and uses contemplated.
D. The proposed subdivision makes adequate provision for water supply, storm
drainage, sewage transportation, erosion control and all other services,
facilities and improvements otherwise required herein.
E. The proposed subdivision will not cause substantial environmental
damage.
F. The proposed subdivision will not conflict with easements of record or with
easements established by judgment of a court.
G. The proposed subdivision will not have an undue or adverse impact on the
reasonable development of neighboring land.
2. The officers of the City are hereby authorized to sign the final plat for the Property
and to issue a certified copy of this Resolution giving final approval of the NATUREJ
3. The owner of the Property is authorized to record the final plat as required by law
and shall file proof of said recording with the City. No building permits will be
issued for the Property until the final plat is recorded.
4. This final plat approval shall expire two years from the date of this resolution if the
final plat is not recorded within that time.
