Background/Discussion
Nottingham Construction is proposing a 100 to 120 unit Senior Housing project on the NE corner at the
intersection of Line Avenue and 181st Avenue. The property is currently owned by the United States
Postal Service. The project would include a number of amenities for the residents,including a salon,
movie theatre,pub room, community room,wood working shop, craft room, and fitness room. Resident
units include independent, assisted, and memory care rooms. The final mix of rooms will be determined
based on market demands.
Comprehensive Plan and Zoning
The parcel is currently zoned Business Park but the Comprehensive plan guides the site for Mixed Use
which allows a mixture of housing,jobs and/or retail uses within close proximity to each other. The land
use creates the potential for people to live close to their jobs and retail services, and offers an
environment where one can live with less reliance on the car. It also provides another setting for high
density residential land uses.
The Comprehensive Plan supports the proposed use. The proximity to retail and restaurant uses would
create less reliance on cars and encourage residents to walk to those uses. The applicant may develop the
site as a Planned Unit Development (PUD),which would include the required zone change procedure.
Site Plan
The building is located at the high point of the site and will provide the facility strong sight lines to and
from Highway 169. There is a single parking lot in front of the building and additional underground
parking is proposed. Drainage and landscaping improvements were not included in the submitted sketch,
but will be reviewed as part of a future Conditional Use Permit. A fire lane providing access around the
building will be required.
Access, Circulation, and Parking
The property will be accessed from 183rd Circle NW. Access will not be permitted from County Road 12
(181 st Ave) or Line Ave. The city is currently reviewing access changes along Line Ave,which may
eliminate the connection of Line Ave at 181st Ave. If that option is recommended,vehicular access
would likely come from the connection of Line Ave and Twin Lakes Road. Pedestrian access across 181st

Ave would be maintained at the signal. Staff recommends completing a traffic study and identifying the
changes to Line Ave prior to final approval of the project.
Long term transportation plans also identify a possible road connection on the east side of the parcel.
Staff recommends that this possibility be considered when preparing the site plan.
Parking needs will be identified when the final unit configuration is established. Requirements vary
significantly between independent and assisted living uses.

Project Summary March 31, 2016
Hearth Development is proposing a 100-120 unit Senior Housing Project located on the SW corner at
the intersection of Line Ave NW and 183rd Circle NW in Elk Rlver. The site sits one block East of
Highway 169. Sitting on a ridge, the site has commanding views to the south. This sites proximity to
commercial amenities is a great benefit to our residents and visitors alike The current comprehensive
plan designates this area as mixed use. This project is a great fit as a transition from the heavy
commercial use to the south and the less intensive single family use to the north on Line Ave,
Building amenities will include; a salon, movie theater, pub room, community and private dining
rooms, wood working shop, craft room and fitness room. All resident rooms will have private
bathrooms. All Independent and Assisted rooms will have full kitchens. As we see our demographics
evolve, we want to make sure we are listening to the market and what it is demanding, With that in
mind, we have designated a larger percentage of units to be 1 bedroom, 1 + Den and 2 Bedroom
units.

the structure through the mechanicals and finishes, our buildings are something we take great pride
