Discuss and provide staff direction regarding Pinewood Golf Course.
Background/Discussion
With the recent resolution to the Pinewood Golf Course litigation, direction is needed to for 2016
operations.
The Council will also need to consider funding sources for the final purchase. Closing is expected in mid-
May.
Operational costs and capital expenditures were not budgeted for 2016. To date,neither the City Council
nor the Parks and Recreation Commission have had formal discussions regarding the future of the
property.
Options for the course include,but are not limited to:
1) Maintain the course in current state for the 2016 season and further discuss future
a. Include community discussion forums
b. Utilize market studies
c. Review all course options
d. Consider taxpayer subsidy level
2) Operate the course similar to 2006-12
a. Direct the hiring of a superintendent and staff
b. Solicit/Develop a network of volunteers to operate and maintain the course
3) Market RFPs for private-market golf lease
4) Market the course for sale to potential developer(s)
a. Stipulate golf course use only
b. Stipulate number/type residences and city park vision
5) Maintain the property in current state for potential multi-purpose community center
Leases and sales may require public notices and bid/quote solicitation.
The Council will also want to consider how to fund the payment for the course. Originally, the previous
Council planned to split the cost between Park Dedication Funds and other city,non-taxpayer funds.

Because the Park Dedication Fund has very limited resources along with very minimal expected future
additions to the fund and the limitations Park Dedication Funds place on potential property uses, the
Council in its master plan discussion of the property should consider funding pros and cons from the
following:
1) Property taxes
a. Possible phasing with internal fund loans
b. Full payment
c. Each $100,000 equates to approximately 1% of the General Fund Tax Levy
2) Non-taxpayer fund balances
a. Municipal Liquor Store Fund
b. GRE Fund
3) Park Dedication
