I'm the City Engineer for Elk River and have been asked to respond to your email regarding
the cul-de-sacing of Line Avenue. As you probably know the City constructed Twin Lakes
Road from THIO to CSAH 13 about 5 years when sewer and water were extended to this part of
the city. Twin Lakes Road was planned as a Major Collector for anticipated development in
the eastern part of the city. In keeping with good transportation planning principles it
provides a connection to existing arterials (CSAH 12 & 13) and principle arterial (TH 10)
The original project plans called for the cul-de-sacing of Line Ave. When the City
Council first discussed leaving that connection to Twin Lakes Rd several years ago their
discussion was about leaving it open for awhile but eventually building the cul-de-sac as
traffic continued to increase. In other words it was always about when to build the cul-
de-sac not if to build it.
Your question about what can you do to reverse this decision, we as City
along to the City Council all comments we receive regarding this issue.

To whom it may concern:
As a resident living on Tyler Street, Elk River, I am very upset by the city council's
decision to close off Line Avenue from Twin Lakes Road. I feel that this decision was not
well thought out. There are many new residential areas being built by my home, and the
closing of routes makes no sense. There is a large amount of traffic in this area
presently, and by adding new homes and closing roads, it will only get busier. Please let
me know what I can do in order to reverse this decision. I believe residents should have
first say in their road systems, not a council.
