SR 11-01-2004 $"",, lor _ ----- MEMORANDUM TO: Mayor and City Council FROM: Pat Klaers, City Admin," r tor November I, 2004 DATE: SUBJECT: Consider labor Agreement Between the City and law Enforcement Labor Services (local 321 )-Police Officers Union Contract for 2005-06 Representatives of the city and the police officers union (Law Enforcement Labor Services, Inc. Local #231) have met to discuss the terms and conditions for the next union contract with the city. Going into the meeting I felt the police officers should get slightly more than what is typically provided in wages due to both internal and external concerns. From an internal point of view, the city has recently provided mid-year 2004 wage adjustments for all other city employees; and in order to keep relationships somewhat balanced a slightly larger than the typical 3% increase seemed appropriate. In terms of external comparisons, the city police officers have fallen behind where they have historically been in wages as it relates to police officers in Ramsey and Anoka. We only needed one bargaining/negotiation session to arrive at a proposal that union representatives could present to the police officers, and subject to the police officers approval, that I could present to the City Council. The police officer union has accepted the attached proposal. The proposal is very straightforward. The contract is for a two-year period. One highlight is that the wage increase for 2005 is 5%, and this is, of course, more than the 3% that we generally propose and support. Also, it should be noted that with item #5, sick leave, that this is new language being added. We currently have language that calls for: after 5 years of service, providing 15%-up to 144 hours of pay; and after 15 years, providing 20%-up to 192 hours of pay. This additional sick time provision deals with longer term employees that have been with the city over 20 years. (If approved we also anticipate providing this additional benefit to non- s: \Council\Pat\2004\ UruonOfficers.doc union city employees.) The final highlight is the investigation on-call provision. This section is consistent with our current practice and we are adding this language into the contract. Following are the proposed changes to the current Labor Agreement: 1. Duration: A two-year agreement for 2005 and 2006. 2. Wages: 5% increase for 2005 3% increase for 2006 3. Insurance: $15.00 per month increase in City contribution for 2005 to $541.00 $15.00 per month increase in City contribution for 2006 to $556.00 4. Sick Leave: Severance - New Language An employee terminating after completing 20 years of consecutive service will receive payment for twenty-five percent (25%) of his /her accumulated sick leave balance up to a maximum of two hundred forty (240) hours of pay . Payment shall be at the current rate of pay. 5. Bereavement Leave: Add grandparents-in-law to the list of family members for which employees receive one (1) day ofleave. 6. Uniforms: $20.00 per year increase for 2005 to $615.00 $20.00 per year increase for 2006 to $635.00 7. Post Retirement Health Care Savings Plan Employees shall contribute twenty-five dollars ($25.00) per month to a Post Retirement Health Care Savings Plan. 8. F.T.O. Pay Employees assigned Field Training Officer duties shall be paid one (1) hour per day while performing F.T.O. duties. 'i'..N Investigator On-Call: In compensation for being on call on the designated weekly rotation the investigators will take 11 holidays off and receive pay as if they did work on that day. The days to be taken off as holidays will be the same as per the city hall office closing policy. In addition the investigators will receive their normal holiday check in December as stated in the union contract.
