Discuss Council Worksession Agendas
The draft agenda for the November 8, 2004 worksession looks like the following:
5.1. Consider Resolution canvassing the results of the November 2, 2004, general
election
5.2. J oint meeting with the EDA to discuss industrial
5.3. Discuss employee health insurance proposals
5.4. Discussion on the Natural Resources Inventory report/project
5.5. City Council Open Forum.
It should be noted that the Mayor will not be available for this November 8, 2004 worksession.
Last month when the worksession agendas were reviewed, it was noted that it may be advantageous
due to the workload to have a special Council worksession on the fourth Monday of November
(there are five Mondays in November 2004). If the City Council would like to hold a special
worksession on November 22, 2004, the draft agenda looks like the following:
2.1. City Council Open Forum
2.2. Boys and Girls Club - Charter School discussion
2.3. Discuss implementation of the Transportation Plan
a. Consider Proposal for CR 40 Improvements
2.4. City Administrator - City of Elk River work program
a. Review and discuss the three sections of the work plan: organizational
management, Council/ staff relations, and governance
b. Adoption of the work plan
c. Follow-up on the three Brimeyer worksessions (held in spring 2004) on the
governance section of the work plan
d. Consider revised organizational chart/structure for the City of Elk River.

A tentative agenda for the December 13, 2004 worksession looks like the following:
5.1. Consider 2005 budget and tax levy resolution
5.2. City Council Open Forum
5.3. Update on Ambulance Service - Ambulance Coordinator Steve Dittbenner
5.4. Environmental Updates: Landfill expansion plans and RC RollofE's site.
Consideration of the budget and tax levy resolution on December 13 assumes that the truth-in-
taxation public hearing that is scheduled for December 6 will be closed; however, if the public
hearing is continued, then the continuation date would be December 13 and consideration of the
budget and tax levy resolution would then be moved to December 20, 2004.
Future Council worksession agenda items include:
· Master plan for the city street and parks facility off of County Road 1
. Updated five-year Capital Improvement Program.
As always, Council input on worksession topics is encouraged.
Recommendation
It is recommended that the City Council adopt a motion calling for a special worksession meeting
for Monday, November 22, 2004, at 6:30 p.m. at City Hall, to discuss the topics listed above.
