Background/Discussion Staff is recommending an ordinance amendment to the MU-ERP district to reflect the recent changes made to Chapter 30,Article VI,Division 5, Subdivision II, entitled "Signs" of the City Code,which modified the limiting factor for sign area per façade. The Chamber of Commerce recommended to the City Council using 15 percent of the wall space as a limiting factor for sign size. The City Council approved an amendment to the ordinance (OA 13-02) as it pertains to sign requirements. It limited the sign area to a maximum of 15 percent of a facade area in the following districts: • C-1 central business district • C-2 office district • C-3 highway commercial district • C-4 community commercial district • I-1 light industrial district • I-2 medium industrial district • I-3 general industrial district • BP business park district In general, the allowed wall signage area increased for all of these districts. Staff identified an oversight with sign size requirements located in the MU-ERP. The language in Section 30-1584 limits each building occupancy to two wall signs not to exceed a total of 200 square feet. This district's commercial subzone is consistent with typical uses in the C-3 Highway Business district. In order to be consistent with other similar commercial districts (C-3), staff is recommending an amendment to Section 30-1584,increasing permitted sign size to 15 percent of the façade area in the MU- ERP district. The change is consistent with what has previously been approved. 1 0 V E R E 0 0 Y NATURE Staff also recommends that the MU-ERP signage requirements be moved from Section 30-1584 to Chapter 30,Article VI, Division 5, Subdivision II,where all other zoning district signage regulations are located. Section 30-881 will be created for the MU-ERP district. The purpose of the mixed use Elk River Plaza district is to codify the planned unit development into a single zoning district with three subsections: Commercial, single-family, and multiple-family. Wall signs are permitted on any facade that is not directly adjacent to a residential zone. Businesses in multi-tenant facilities shall be allowed their proportionate share of permitted wall sign area. For the purposes of this section a road shall constitute a separation of zones. b. One freestanding sign, not to exceed 100 square feet along a collector street or 150 feet along an arterial street. Max height of ten (10) feet along a collector street or 30 feet along an arterial street. c. Two permanent area identification signs per neighborhood, subdivision, or development, one not to exceed 64 square feet with a maximum height of 20 feet, the second not to exceed 50 square feet with a maximum height of 12 feet. The area identification signs shall be located on the same premises as the development they identify. d. One on-premises menu board per drive-up or walk-up lane of a drive-in restaurant or carwash up to a maximum of 32 square feet each. Menu boards are allowed to have a message on one side only and may not contain an advertising message. e: One on-premise pre-order board per drive thru lane up to a maximum of 20 square feet.
