Houlton Conservation Area Operating Cal Portner, City Administrator Hours Reviewed by Action Requested Approve, by motion, the operating hours for the William H. Houlton Conservation Area (WHHCA) to be from 5:00 a.m. to 10:00 p.m. daily, year round when the WHHCA is officially open to the public. Background/Discussion City Council approved the hunting regulations as part of a new ordinance on April 18, 2016. Within the Ordinance it states that hunting shall only be allowed during the hours that the WHHCA is open to the public. It is expected that the WHHCA will be open to the public in late August. The WHHCA Planning Committee discussed the hours at the April 25, 2016, meeting and recommended the hours of 5 a.m. to 10 p.m. daily, year round. The recommended hours are typical of the hunting hours in wild life management areas and are consistent so they can easily be enforced. The hours for the Elk River parks are 6:00 a.m. to 10:00 p.m. Financial Impact N/A Attachments N/A
