I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 03/09/16 Agenda
Mr. Benoit asked to change the order of agenda items. 6.1 to go after 6.2.
Commissioner Niziolek requested to add Item 7.1 Eagle Scout Project.
• Moved byCommissioner Ahlness and seconded byCommissioner Kallemeyn
to approve the March 9,2016, Parks and Recreation Commission meeting
agenda with the recommended changes. Motion carried 7-0.
3. Consider 02/10/16 Regular PRC Minutes
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
approve the following February 10,2016 Parks and Recreation Commission
Minutes. Motion carried 7-0.
4. Open Forum
Sue Seeger,Hillside City Park Trail Steward and Rich Omdahl volunteer resigned
and pulled all the Dirtwirx volunteers out due to a difference of opinions in.
5. Park/Program Highlight
Mr. Benoit highlighted the Adopt-a-Park program.
6. Action Items
• 6.2 Major Park Use— Orono Park, Officer Todd Besser Memorial Run

Mr. Benoit presented his staff report.
Gwen Besser shared information regarding the memorial run and the proceeds will
go towards two Elk River High School student scholarship funds and the Blue Line
club.
Moved by Commissioner Niziolek and seconded by Commissioner Holmgren
to accept staff recommendations to hold the Officer Todd Besser Memorial
Run in Orono Park. Motion carried 7-0.
6.1 Tobacco Policy
Mr. Benoit presented his staff report.
Moved by Commissioner Sagan and seconded by Commissioner Niziolek to
recommend to City Council to accept staff recommendations to add e-
cigarettes to the current policy. Motion carried 7-0.
7. Discussion Items
7.1 Eagle Scout Project

Ayhan Kaygisiz, Eagle Scout presented his project of planting 50 trees at Kliever
Lake Fields on Earth Day on April 22,2016. This would be held in conjunction with
DNR Arbor Day program.
Commission members agreed that Mr. Kaygisiz could do the project and work with
Mr. Sevcik.
8. Parks and Recreation Director Update
Mr. Benoit presented the Directors update staff report.
Commission discussed the downtown parks construction timeline.
9. Division Manager's Update
Mr. Benoit presented his staff report.
10. Multi-purpose Community Center Steering Committee Update
Commissioner Holmgren shared committee update.

I I. William H. Houlton Conservation Area Committee Update
Commissioner Anderson shared update stating The Friends of the Mississippi would
be hosting a Grand Opening for the conservation area.
12. Election of Chair and Vice-Chair
Commissioner Sagan nominated Dave Anderson to be Commission Chair.
Motion carried 6-0.
Commissioner Sagan nominated Dave Kallemeyn to be Commission Vice-
Chair. Motion carried 6-0.
13. Announcements - None
14. Adjournment
There being no further business, Chair Anderson adjourned the meeting of the Elk
