Action Requested
Recommend,by motion, approval of the Conditional Use Permit to amend the Elk Park Center Planned
Unit Development language to be consistent with the recent sign ordinance updates for all commercial
and industrial districts throughout Elk River.
Background/Discussion
The applicant is requesting an amendment to the current Elk Park Center Planned Unit Development
(PUD) agreement to allow standard wall signage according to Starbucks's brand. The applicant is
proposing to update the PUD agreement to allow multi-tenant buildings facing an arterial road to
increase their wall signage to 15% of the facade area.The sign area is consistent with recent changes to
the sign code,but preserves the sign area limits for buildings away from Highway 169.
Staff proposes the updated sign language to read as shown below:

required for delivery identification or traffic control. For sides of buildings facing an
arterial road,one Sign not exceeding 20 3quarc fcct Shall be allowed. the total wall
sign area shall not exceed 15 percent of facade area. Businesses in multi-
tenant facilities shall be allowed their proportionate share of permitted wall
sign area.

Staff is supportive of this amendment in order to be consistent with other similar highway commercial
districts. The proposed changes meet the request from Starbucks.

To Whom It May Concern,
We are requesting an amendment to the current PUD agreement for the Starbucks located at 19171
Freeport Ave., Elk River, MN 55330 to allow standard wall signage according to Starbucks's brand.The
signage proposed is typical of all drive-thru Starbucks restaurants and is necessary to maintain brand
cohesion and recognition. In order to increase visibility from the highway and increase business at this
location,we are requesting to change out the existing STARBUCKS COFFEE letters that currently exist
with the new circle logo.
Please see the attached signage images and elevations. Below is a description and reasoning for the
proposed signage.All illuminated signage will use energy efficient LEDs and are part of the rebranding of
Starbucks in efforts to create a stronger brand image and aid in the flow of traffic at drive thru stores.
East Elevation(the side with the drive thru window)-

This is the traditional Starbucks brand to identify the store on the east side of the complex.This
will also bring the branding for Starbucks at this location consistent on all elevations.
North Elevation-
